Congress is working on a bill that would bolster U.S. semiconductor manufacturing, creating jobs and shortening supply chains.

But McConnell threatened to block the bill unless it was significantly scaled down, despite the fact it has bipartisan support.

McConnell’s actions could have big consequences. Semiconductor manufacturer Intel is planning to build an Ohio factory that would create 10,000 jobs.
