​Oakland County Executive Dave Coulter will deliver his annual budget message to the Board of Commissioners Tuesday evening. Coulter’s three-year, balanced budget recommendation eliminates the planned use of fund balance to support ongoing operations,  and ensures the county is prepared for changing economic conditions.
