Yesterday, I announced my P3 Plan for public safety as the next Hennepin County Attorney — focusing on policing, prosecution and prevention. We’ve worked hard over the past few months to develop this plan in coordination with police, prosecutors, legislators and local community leaders.
By setting these priorities and working in partnership, we will create the kind of public safety system people deserve and demand. We are all safer together.
P3 Plan for Public Safety
Policing Improvements

We need to better coordinate local efforts with public safety departments at the federal, state and local level so that neighborhoods are not responsible for providing community responses to violence.

The next County Attorney must work with local jurisdictions to recruit more community-minded police officers and improve the existing training and retention models for policing.

We need improvements in the intelligence tools and investigation resources that police departments can use when coordinating across jurisdictions, sharing data, and when looking for patterns and targeting hotspots.
Prosecute Violent Offenders

The next County Attorney must work cooperatively with police departments across the county to curb trends in crime, like the recent rise in shootings, carjackings, and catalytic converter theft.

We need more attorneys and enforcement assigned to enforce our gun laws and address carjacking cases.

We must be able to appropriately and fairly ratchet up the level of sanction for an individual who repeatedly commits a violent offense.

Focus resources on prosecuting violent crimes, sex crimes, and financial crimes, spending less resources on low-level, non-violent offenders.
Prevent Crime with Early Intervention and Diversion

The next County Attorney must form partnerships with agencies, law enforcement, and community members to prioritize resources to keep the communities safe through early intervention and diversion for crime related to juveniles, domestic violence, chemical dependency and mental health.

My office will convene a Youth Prevention Task Force in the Hennepin County Attorney’s Office that will advocate for the youth and would be made up of community members with legal expertise who can also help with rehabilitation options.

My office will create a restorative justice division in the office to advocate for state law changes to address post-conviction relief and expungement for those who have turned their lives around.

I will advocate for more funding for community organizations that are engaged in creating alternatives in youth programming, mentorship and education opportunities for youth and young adults, and I will work with federal, state and local leaders to secure this funding.
