Reclaiming the U.S. diplomatic edge from Russia in Syria

You are cordially invited to join us Sunday evening for a call with Jennifer Cafarella, an expert on Russia's activities within Syria, who just released a new report from the Institute for the Study of War (ISW) on Russia's diplomatic strategy in Syria—and how the United States can counter it.

The moderated call will include some of the report's findings, including:

  • Syrian President Assad remains the primary obstacle to peace in Syria.
  • Presidents Obama and Trump mistakenly expected Russia to compel Assad to accept a diplomatic process.
  • The U.S. should set as its overarching goal keeping space open for political competition within Syria and reinvigorating and relegitimizing a stale diplomatic process.
  • The U.S. can shape Syria’s long-term trajectory with relatively limited resources.
  • The U.S. should work with the UN and other partners to launch a new diplomatic initiative to begin an intra-Syrian dialogue through conferences and Track II initiatives that include as much of Syrian society as possible.
