Additional details on timeline between Public Visitation and State Memorial Service now available
CHARLESTON, WV – All West Virginians are invited to continue honoring and celebrating the distinguished life of America’s last World War II Medal of Honor recipient – West Virginia native Hershel “Woody” Williams – during State Memorial Services on Sunday, July 3, 2022.
Please read the following schedule in its entirety as some details, including times, have changed.

SUNDAY, JULY 3, 2022
10:00 a.m. – 2:00 p.m. | Public Visitation
On Sunday, July 3, 2022, public visitation will continue at the Capitol Rotunda, beginning at 10:00 a.m. Public access to the Capitol Building will be shut down shortly before 2:00 p.m. to allow final visitors to pay their respects. Visitation will end strictly at 2:00 p.m., at which time visitors and media will be asked to leave the building.
Parking:
Parking for guests will be provided. Lots around the Capitol Complex will be available on a first-come, first-served basis. The public employee parking garage off Greenbrier Street and the Laidley Field parking lot will also be open to the public. Free shuttle services will be offered all day within the service area. Designated handicap parking spaces will also be available at the lot beside the State Culture Center.
Entrance:
All attendees must enter the Capitol Building using the public West Wing entrance.
Media note:
There will be designated areas for media activities, including photography. Live shots, interviews, and otherwise disruptive behavior will not be permitted in the Capitol Rotunda area.
2:15 p.m. | Casket March
At approximately 2:15 p.m., a team of United States Marines will carry the casket out of the Capitol Building, around the South Steps, and place it into a hearse on Kanawha Boulevard.
The hearse will proceed slowly, with Marines marching in front of the vehicle. The hearse will start by heading east on Kanawha Boulevard, before turning right onto Greenbrier Street. The hearse will then turn right at the main Capitol Complex entrance and continue through the parking lot before coming to a stop at the foot of the front steps of the State Culture Center. The entire march is expected to last about 20 minutes.
2:45 p.m. | Marine Flyover
Weather permitting, at approximately 2:45 p.m., United States Marines will conduct a flyover directly above the Culture Center.
After the flyover concludes, the team of Marines on the ground will remove the casket from the hearse and carry it into the Culture Center Theater.
Between 3:00 p.m. – 4:00 p.m. | Doors Open
The doors to the State Culture Center will open between 3:00 p.m. and 4:00 p.m.
Seating:
Williams’ family will be first to enter the Theater, followed by other dignitaries. Once all VIPs are seated, the remaining seats will be open to the public on a first-come, first-served basis.
There will be very limited seating inside the theater. Additional overflow seating will be available both inside and outside the Culture Center, with video and audio provided.
Media note:
Due to limited space inside the State Culture Center Theater, media members/organizations will not have access to reserved media seating and outside media equipment will not be permitted inside the theater. A pool feed of the Memorial Service will be available for all media outlets to use. More details below.
4:00 p.m. – 5:00 p.m. | State Memorial Service
A State Memorial Service in Williams’ honor will be held inside the State Culture Center Theater, beginning at 4:00 p.m. and concluding at 5:00 p.m.
Following introductory music by the Army National Guard Band, Marine Corps Sgt. Maj. Troy E. Black will welcome family and guests. LCpl. Cedar Ross and Benji Casey will lead the Pledge of Allegiance. Then, Cathy Mullins will sing the National Anthem. Pastor Chuck Harding will perform an invocation, followed by remarks from Gov. Jim Justice, U.S. Sen. Joe Manchin, and Gen. David H. Berger, Commandant of the United States Marine Corps. Cathy and Tommy Mullins will perform a musical interlude before a special tribute by members of Williams’ family: Tracie Ross, Brent Casey, Bryan Casey, Todd Graham, and Chad Graham. Pastor Harding will perform a Gospel reading and a benediction before the service concludes.

Media note:
West Virginia Public Broadcasting will make available a fully produced, multi-camera pool feed via satellite uplink and internet streaming for media outlets to broadcast live.

5:00 p.m. | Wreath Ceremony
Following the conclusion of the State Memorial Service, all guests will be invited to join Williams’ family at the Gold Star Families Memorial Monument, adjacent to the Culture Center on the Capitol Grounds, for a Wreath Ceremony.
The United States Marine Band’s trumpet player will perform “Taps.” Then, the Marines will honor Williams with a 21-gun salute. Finally, a wreath-laying will take place at the monument.
Upon the completion of the Wreath Ceremony, Sunday’s State Memorial Services for Woody Williams will be concluded.
