This week, I am proud to announce that the Michigan legislature and I have reached a deal on a balanced, bipartisan state budget for Fiscal Year 2023 that delivers on the kitchen-table issues without raising taxes by a dime.
This budget will grow Michigan’s economy and workforce, make record investments in every student and classroom, protect public health and public safety, expand mental health resources, and empower working families and communities.
Supporting Michigan Students and Teachers

Makes the highest per-pupil state funding in Michigan history - $9,150 for every kid, in every district to help them learn in person.

Recruits great teachers by funding fellowships that pay up to $10,000 in tuition for future educators.

Allocates per-pupil resources to every school for mental health and school safety initiatives.

Invests nearly half a billion for school infrastructure projects, helping schools build or refurbish labs, libraries, and classrooms.

Expands learning supports by funding before and after-school programming and MI Kids Back on Track, my plan to provide every kid in Michigan free tutoring to help them catch up and get on track for long-term success.

Invests in our workforce to help small businesses thrive and spur economic development in every region of Michigan.

Funds Michigan Reconnect to offer Michiganders tuition-free paths to higher education or skills training and Going Pro, which helps small businesses develop in-house talent.

Funds the Office of Rural Development, which I established to focus on regional economic development in rural areas and dedicate resources for food and agriculture businesses.

Expands behavioral healthcare and reimburse student loans for behavioral healthcare workers.

Bolsters dental coverage under Medicaid and Healthy Michigan plans.

Speeds up the cleanup of contaminated sites, lead services lines, and orphan oil and gas wells.
Investing in Community Safety

Increases funding for local governments to help them hire more police officers, firefighters, and first responders.

Invests in the Michigan State Police and Michigan Department of Corrections to fund better training and offer more resources to law enforcement and corrections officers.

Backs community violence prevention programs, community policing efforts, and Jobs Court, which offers non-violent, low-level offenders work opportunities in partnership with local businesses.

Constructs a new veterans home in Marquette and expands Selfridge Air Force Base in Macomb.
What about roads and infrastructure?

Fixing our roads and bridges and upgrading infrastructure across the state is a top priority for my administration and my legislative partners. That’s why, even before this budget, we passed the historic, bipartisan Building Michigan Together Plan in April.

Under that plan, we're investing $5 billion in roads, water, high- speed internet, and making the single largest investment in state and local parks in history.

Since I took office through the end of 2022, we will have invested 70% more in our roads than the previous four years to fix over 16,000 lane miles of road and 1,200 bridges, supporting nearly 89,000 jobs.
Still to Come! Relief for Families
As we celebrate these wins for Michiganders, I look forward to working with the legislature to invest the billions of dollars in additional revenue we still have left on the table. I’ve proposed:

Pausing the state sales tax on gas to lower prices for every driver.

Rolling back the retirement tax to put an average of $1,000 back in the pockets of our seniors.

Tripling the Earned Income Tax Credit to deliver an average tax refund of $3,000 to 730,000 working families.

Delivering $500 inflation relief checks to Michiganders.
We need to offer real relief to families right now, especially as they face rising prices on groceries, gas, and other everyday expenses. I will work with anyone to put Michiganders first and get this done.
