Judge Ketanji Brown Jackson was sworn into the Supreme Court yesterday as Justice Stephen Breyer officially retired.

Jackson formally joining the Court makes her the first black woman to become a justice of the Supreme Court. Breyer’s retirement comes after he served for 28 years on the Court after his confirmation in 1994.

Supreme Court Limits EPA’s Authority to Regulate Carbon Emissions

The Supreme Court issued a ruling on the final day of its term in West Virginia v. Environmental Protection Agency that held the EPA overstepped the authority delegated to it by Congress when it sought to implement the Clean Power Plan.

The EPA’s Clean Power Plan rule was issued by the Obama administration in 2015 and intended to regulate carbon dioxide emissions from existing coal- and natural gas-fired power plants citing authority under the Clean Air Act.

UN Secretary-General Declares ‘Ocean Emergency’

United Nations Secretary-General António Guterres spoke at the opening of the UN ocean conference in Lisbon, Portugal, declaring a global “ocean emergency” and urging leaders to do more to protect the world’s oceans.

According to the World Meteorological Organization’s state of the global climate report, last year saw new record levels of sea-level rise, high temperatures, ocean acidification, and greenhouse gas concentration levels.

Guterres said:

“Sadly, we have taken the ocean for granted and today we face what I would call an ocean emergency. We must turn the tide.”
