Biden Urges Ending Filibuster to Codify Roe

Wall Street Journal: President Biden endorsed making an exception to filibuster rules to pass legislation codifying Roe v. Wade into law, an effort that would face obstacles because of key Democrats’ opposition to the move. “The most important thing to be clear about is we have to codify Roe v. Wade into law and the way to do that is to make sure Congress votes to do that,” Mr. Biden told reporters during a press conference in Spain. “And if the filibuster gets in the way, it’s like voting rights, it should be provided an exception for this…to the filibuster.” Changing the filibuster rules of the Senate would allow legislation protecting abortion access to pass the chamber with 51 votes rather than the 60 votes usually required for bills to advance. Mr. Biden had previously backed an exception to filibuster rules to pass long-stalled election bills. The filibuster could be changed with a simple majority vote, but not all Democrats in the 50-50 Senate are on board with such a move, saying it would fundamentally change the nature of the Senate and could backfire if the GOP takes control of the chamber (Wall Street Journal). Fox News: Democratic Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona have opposed efforts to throw out the filibuster throughout Biden’s administration. Manchin has reiterated his support for the rule even after the end of Roe (Fox News).

Supreme Court Restricts EPA’s Authority in Regulating Green House Gases From Power Plants

Wall Street Journal: The Supreme Court on Thursday curtailed the Environmental Protection Agency’s powers to restrict greenhouse-gas emissions from power plants, in a decision that could limit the authority of government agencies to address major policy questions without congressional approval. Elaborating on earlier decisions, the high court said federal agencies need explicit authorization from Congress to decide issues of major economic and political significance, drawing on a principle known as the “major questions doctrine” (Wall Street Journal). Fox Business: The case stemmed from the Obama administration’s 2015 Clean Power Plan which aimed to reduce carbon emissions at power plants by pushing a shift from coal, to natural gas, and ultimately to wind and solar energy. The plan was put on hold by the Supreme Court in 2016, and then repealed by the Trump administration and replaced by the less extreme Affordable Clean Energy (ACE) Rule (Fox Business).

Supreme Court Permits Biden to Repeal “Remain in Mexico” Policy

NBC: The Supreme Court handed President Joe Biden a victory Thursday, ruling that he can shut down a Trump administration program designed to restrict immigration at the southern border. The court said in a 5-4 ruling that the Biden administration acted properly in seeking to end the “Remain in Mexico” policy, formally known as the Migrant Protection Protocols. It required people seeking asylum at the southern border, mainly from Central America, to wait in Mexico while their claims were decided. Writing for the majority, Chief Justice John Roberts said a lower court overreached when it found the policy had to remain in place (NBC). Wall Street Journal: The Biden administration contends the “Remain in Mexico” program exposes asylum applicants, including mothers with children, to unsafe conditions. The administration said it can ease the burden on the immigration system through other means, such as hiring more hearing officers who could cut processing time to six months from current waits that can last years (Wall Street Journal).

Justice Ketanji Brown Jackson Sworn in to Take Justice Breyer’s Seat

Fox News: Ketanji Brown Jackson is officially the newest Supreme Court justice, taking her oaths at a swearing in ceremony Thursday. Justice Jackson is now the first Black woman on the high court. Jackson was sworn in a few minutes after noon, which was when the retirement of her predecessor, Justice Stephen Breyer, became effective. Breyer himself helped lead the ceremony, which took place in the court’s West Conference Room. Breyer administered the judicial oath, and Chief Justice John Roberts administered the constitutional oath, both of which are required for all justices (Fox News). CBS: Jackson, who served on the federal appeals court in Washington, was confirmed by the Senate in a bipartisan vote in April. Although three Republican senators eventually joined all 50 Democrats in voting to approve Jackson’s nomination, her confirmation hearings were not without controversy, as some GOP senators tried to paint her as a soft-on-crime activist judge who would legislate from the bench (CBS).

Poll: Americans More Concerned With Inflation Than Abortion

Townhall: A new Cygnal poll commissioned by the Republican State Leadership Committee, found that Americans are more worried about inflation than they are about abortion. Just eight percent of Americans feel abortion is a top issue for them, while 37 percent of voters say inflation and the high cost of living is their main concern, and 16 percent of people believe the economy in general is an important pressing issue (Townhall). Cygnal: Friday’s decision did nothing to change the headwinds state Democrats will face this year as a result of a dismal national political environment. In fact, the right/track wrong numbers and President Biden’s approval rating are worse for Democrats than in our January survey. Only 23% of likely voters think the country is on the right track compared to 74% who believe it is on the wrong track. Biden is underwater at 41% favorable, 57% unfavorable. Republicans state legislative candidates still lead on the generic ballot (47%-45%). Among the voters surveyed, 48% said they would prefer a Republican candidate who would act as a check and balance on President Biden and his Democratic policies compared to the 44% who would prefer a Democratic candidate who would support President Biden and his Democratic Policies (Cygnal).

As Second Quarter Closes, S&P 500 Sees Worst First Half Since 1970

Daily Wire: The stock market has experienced its worst first half of the year in more than 50 years. As of June 30, the S&P 500 index — which monitors the performance of 500 large public companies — fell more than 21% since the first day of 2022. According to multiple reports, the stock market has not seen a worse six months to begin the year since 1970. As a series of selloffs characterized the month of June, a forecast from investment bank Morgan Stanley indicated that the S&P 500 could drop another 15% to 20% (Daily Wire). Yahoo: For the month of June alone, the index is on track to slide by 7.6%. All 11 major sectors in the index are heading toward monthly losses, with the cyclical energy, materials and financials sectors among the worst performers as fears over a recession have resurged. That leadership also reversed what was seen earlier this year, when energy stocks and outperformed amid oil and other energy commodities’ march higher. The more defensive health-care, consumer staples and utilities sectors outperformed in June. Both the Dow and Nasdaq Composite also headed for marked monthly and year-to-date losses. As of Thursday’s close, the Dow had fallen 14.6% for the first half of the year, and the Nasdaq shed nearly 29% (Yahoo).

Biden to Send Additional $800 Million in Aid to Ukraine

Hill: President Biden said Thursday that the U.S. plans to send an additional $800 million in security assistance to Ukraine, including advanced air defense systems and other “offensive” weapons. Biden disclosed the plans during a news conference following a NATO summit in Madrid, where he declared the alliance united in response to Russia’s war in Ukraine (Hill). Daily Wire: President Joe Biden said Thursday that the United States will “stick with Ukraine to make sure they are not defeated by Russia.” Biden refused to place any limits on U.S. assistance to Ukraine while speaking with reporters at a NATO Summit press conference in Madrid, Spain. The U.S. has given more than $6.1 billion to Ukraine since Russia’s February 24 invasion. “We are going to support Ukraine as long as it takes,” Biden told reporters when asked about the future of the United States’ commitment to Ukraine. The president pointed to the drain that the war is having on Russia (Daily Wire).

NRA Holds California DOJ Accountable for Data Breach of Gun Owners in LA County

Fox News: The National Rifle Association said the California Department of Justice put “vulnerable individuals” at risk after a recent data breach exposed the personal information of thousands of gun owners. “The actions by the California DOJ are completely despicable and unacceptable. They have placed lives at risk including vulnerable individuals with abusive exes and stalkers,” Dan Reid, the NRA’s western regional director, exclusively told Fox News Digital. The California DOJ confirmed the data breach on Wednesday, which revealed the names and other personal information for thousands of people who were granted or denied concealed carry permits between 2011 and 2021. The breach followed an update to the state’s Firearms Dashboard Portal Monday. The breach reportedly did not expose Social Security numbers or financial information but did reveal names, date of birth, gender, race, driver’s license number, addresses, and criminal history. The Reload was the first to report on the breach Tuesday and found in the LA County database that about 420 reserve officers and 244 judges were also among those who had their information leaked. Reid continued in his comment to Fox News Digital that the NRA will take legal action following this leak, as it did last year when the state enacted a law allowing the disclosure of personal information for gun owners to researchers (Fox News).

New York AG Demands Google Remove Crisis Pregnancy Centers in Abortion Searches

Daily Signal: The office of New York Attorney General Letitia James, a Democrat, demanded in a Tuesday letter that Google exclude crisis pregnancy centers from search results about abortion. “A search through Google Maps seeking ‘abortion’ and a location will provide a local listing of both those health care providers who offer abortion services and organizations that do not provide abortion care,” Darsana Srinivasan wrote. James claimed that Google had been previously informed about inclusion of crisis pregnancy centers and demanded the company address what she called “misinformation” in a Wednesday release (Daily Signal). AG James: “Given the Supreme Court’s decision overturning Roe v. Wade, it is more important than ever that New York stands strong in providing safe access to abortion,” said Attorney General James. “New Yorkers, and others traveling to the state, should trust that Google Maps will provide accurate information and direct them to real and safe care. My office will do whatever is necessary to work with Google to make these changes and ensure that people can locate the reproductive health care facilities that they need” (ny.gov).

Putin Will “Respond in Kind” if NATO Sends Troops or Infrastructure to Finland or Sweden

Reuters: President Vladimir Putin said on Wednesday that Russia would respond in kind if NATO deployed troops and infrastructure in Finland and Sweden after they join the U.S.-led military alliance (Reuters). Yahoo: “With Sweden and Finland, we don’t have the problems that we have with Ukraine. They want to join NATO, go ahead,” Putin told Russian state media, according to Reuters. “But they must understand there was no threat before, while now if military contingents and infrastructure are deployed there, we will have to respond in kind and create the same threats for the territories from which threats towards us are created,” he added. Reuters reported that Putin went on to say that Russia’s relationship with both countries would be subject to some new “tensions” if they joined the alliance (Yahoo).
