My name is Desiree Bender. I’m a Campaign Manager at the White Coat Waste Project (WCW). I’m a mom to five dogs and four horses.
And I blew the whistle on one of Louisiana’s largest animal shelters for selling dogs and cats — family pets — to a taxpayer-funded animal experimentation lab.
It seemed totally routine when a member of the staff came into my office and asked for my signature. As the shelter’s Executive Director, I signed documents all the time.
But this time, something very different caught my eye – it was a contract stating Louisiana State University (LSU) was to pay us $40 per dog.
“What business does LSU have buying shelter dogs?” I asked. The answer shook me to my core.
Behind closed doors, our shelter had been euthanizing dogs each time LSU white coats requested a “fresh cadaver” for their experiments.
I called an emergency meeting with the shelter’s board of directors, assuming they’d be just as horrified and would shut down this program immediately. But the opposite happened.
As it turned out, many of them were also on various boards within the LSU system… and they were in on it. My superiors essentially told me to let it go and return to work.
When I got back to my desk, I did some research and found out that killing shelter pets and selling them to labs was not only legal, but very common practice at the time.
To add insult to injury, many of the labs that acquired animals this way were funded with our tax dollars.

Needless to say, I didn’t let this go... especially after I uncovered another email from LSU white coats requesting “15 fresh cat heads.”
I was forced to resign from the shelter and was offered a hefty severance check in exchange for my silence.
"Keep your money,” I said. I was going to take them down. And I did.
Determined to blow the whistle far and wide, I led an intense, nine-month-long grassroots campaign to expose and end this scandal. And in 2019, pound seizure was outlawed in the state of Louisiana!

You see, our investigators just discovered a government funding deadline on June 30th for one of the most horrific dog experiments I’ve ever heard of.
It’s an emergency because if we don’t stop this experiment, 108 beagle puppies will be eaten alive by insects in a Kansas State University lab -- funded by Dr. Anthony Fauci with our tax dollars.
The experiments entail:
- Injecting the beagles with infectious mutant bacteria. They are only 6 months old.
- Covering them in 250 ticks and letting the insects feast on their little bodies for a week. They weigh less than 7 pounds.
- Letting the painful infections develop for two months. The white coats won’t treat them.
- Killing every single puppy via terminal bleed. Basically, they puncture their tiny hearts and let the puppies bleed to death.
As if that isn’t bad enough, we obtained documents on this lab via a Freedom of Information Act request showing that Fauci’s white coats had the option of treating the puppies’ infections and adopting them out as family pets after testing. But they deliberately chose to kill these beagles instead.
Taxpayer, Fauci has already forced us to pay $5.6 million in taxes for these wasteful experiments. And his white coats have already killed 18 out of the 126 total puppies slated for this lab.
And now, they want EVEN MORE of our tax money so they can torture and kill the remaining 108 puppies – the Kansas 108.
