CALIFORNIA — Before the interview was over, Diana Corral suspected something wasn’t right. An employment eligibility specialist with the Orange County, California, Social Services Agency, Corral was helping a mother who had applied to receive cash assistance through CalWORKs. The woman said her daughter lived with her, but when Corral asked her which school she went to, the mother’s tone and demeanor changed.
