Earlier this month, a team of Republicans submitted the necessary paperwork to begin the process of securing a referendum this fall to allow voters to decide whether illegal immigrants should be rewarded with a Massachusetts driver's license for breaking the law.

Yet Attorney General Maura Healey has thus far refused to advance the matter, meaning activists and volunteers are continuing to lose precious days that could be spent collecting the required 40,000-plus signatures to secure its place on the ballot in November.
