CLASP Comments on SNAP Heating and Cooling Allowances

CLASP submitted comments on the proposed rule concerning the standardization of state heating and cooling standard utility allowances for the Supplemental Nutrition Assistance Program (SNAP). If implemented, the rule would cut a total of $4.5 billion in SNAP benefits over five years.
