  • Last week the New Democrat Coalition (NDC) released a comprehensive action plan to fight inflation, lower the cost of living for Americans, and secure the long-term fiscal future of the nation.   • Policy experts and economists have supported this action plan, calling it the “best inflation-fighting blueprint to come out of Congress yet” and wrote that “should receive urgent policy consideration.” Read more of what experts are saying about the plan here.
  • Jennifer Rubin, Opinion Columnist at The Washington Postwrote about the New Dem Action Plan to Fight Inflation, stating “If only other politicians had the same nerve that the New Democrat Coalition does, we might make real progress on inflation in ways that don’t send the U.S. economy spiraling into recession.” 
  • She also called recommendations in the plan “simply smart policy, especially when the goal is to tamp down on inflation” and stating that “It’s no surprise that economist and Post contributing columnist Lawrence Summers, who correctly predicted sustained high inflation, has endorsed the coalition’s package.” 
  •  This week New Democrat Coalition (NDC) Members made progress on their recently released Action Plan to Fight Inflation by advancing the Ocean Shipping Reform Act to the President’s desk. The new plan outlines the steps Congress and the Administration should take to tackle inflation and lower costs for families. Enacting this legislation will be critical to addressing supply chain challenges and helping to get goods to the global marketplace faster. 
  • Of the bill passage, Chair Suzan DelBene (WA-01) stated, “The New Dem Action Plan to Fight Inflation called for enacting this legislation to help businesses ship their goods without unnecessary delays and outrageous fees. New Dems Push to Keep Health Care Costs Low for Americans by Extending ACA Subsidies Without Delay

  • This week, New Democrat Coalition (NDC) Members, led by NDC Health Care Task Force Co-Chairs Terri Sewell (AL-07) and Kim Schrier (WA-08), sent a letter to Congressional leadership calling for urgent action on a budget reconciliation bill that extends the enhanced Affordable Care Act (ACA) subsidies and closes the Medicaid coverage gap so Americans do not lose their health care or see costs spike. 
  • This effort follows the release of the Coalition's Action Plan to Fight Inflation which calls for enacting a budget reconciliation bill that lowers health care costs by extending the ACA subsidies and closing the Medicaid coverage gap. During a time of rising prices, Americans cannot afford a price hike on their health care. Read more here

New Democrat Coalition, SEEC, Congressional Progressive Caucus Call on President Biden to Reach a Deal on Legislation to Tackle Climate Change, Lower Energy Costs, and Ensure U.S. Energy Independence

  • Yesterday, New Democrat Coalition (NDC) Chair Suzan DelBene (WA-01) joined the Co-Chairs of the House Sustainable Energy and Environment Coalition (SEEC) Gerry Conolly (VA-11), who is also a New Dem Member, Doris Matsui (CA-06), and Paul Tonko (NY-20) and the Chair of the Congressional Progressive Caucus (CPC) Rep. Pramila Jayapal (WA-07), in sending a letter to President Biden urging him to do everything in his power to reach a deal and sign into law as swiftly as possible a revised reconciliation package that includes the climate investments passed by the U.S. House of Representatives. 
  • This follows the release of the New Dem Action Plan to Fight Inflation, which called for enacting a budget reconciliation bill that lowers energy costs for American consumers. 
  • Reps. Suzan DelBene (WA-01), Derek Kilmer (WA-06), Annie Kuster (NH-02), and Deborah Ross (NC-02) also joined members of SEEC and CPC at a press conference to call urgency to this issue. Watch the full press conference here.

“Democrats pressure party leaders to defuse ACA subsidy time bomb by election” via NBC

NBC wrote an exclusive on the letter New Dem Members sent to Congressional Leadership on the importance of extending ACA subsidies and closing the Medicaid coverage gap ASAP.

“DelBene said there is ‘a great sense of urgency about moving legislation’ before health insurers send out notices of new premiums next year. She said it's important that Congress extend the funding before the monthlong August recess.” Read more here.

House Passes Spanberger-Led Package to Lower Grocery & Gas Costs, Fight Inflation
This week, H.R. 7606, the Lower Food and Fuel Costs Act, led by Rep. Abigail Spanberger (VA-07) passed the House. The Lower Food and Fuel Costs Act is comprised of bills led by both Democrats and Republicans that would address systemic risks in the supply chains of the American energy and agriculture sectors. 
 
House Passes Larsen's Bipartisan Advanced Air Mobility Bill
This week, Rep. Rick Larsen’s (WA-02) H.R. 6270, the Advanced Aviation Infrastructure Modernization Act, passed the House. This bipartisan legislation enables communities across the United States to plan for the emergence of advanced air mobility (AAM) vehicles in the national airspace and establishes a two-year pilot initiative that invests $25 million in competitive grants for state, local and Tribal governments to develop and deploy AAM infrastructure.

Beyer Introduces Legislation to Restrict Assault Weapons Through Reconciliation
In light of recent tragic mass shootings, Rep. Don Beyer (VA-08) introduced H.R. 8051, legislation to impose an additional 1000 percent excise tax on the manufacture, production, or importation of assault weapons and high-capacity ammunition magazines. The bill is designed to be included in a budget reconciliation package so that it can pass with a simple majority in the Senate.  

Smith Introduces Legislation to Help Immigrants Enter the Health Care Workforce
Rep. Adam Smith (WA-09) introduced the H.R. 8022, the Immigrants in Nursing and Allied Health Act of 2022, H.R. 8021 the International Medical Graduate (IMG) Assistance Act of 2022, and H.R. 8019 the Professional’s Access to Health (PATH) Workforce Integration Act of 2022. The bills would help alleviate nationwide health care workforce shortages by reducing employment barriers for immigrants who want to work in this field by awarding grants to immigrants becoming nurses or allied health professionals in the US. 
 
Williams Introduces Legislation to Strengthen Election Administration
Rep. Nikema Williams (GA-05), along with New Dem Reps. Colin Allred (TX-32), Carolyn Bourdeaux (GA-07), Terri Sewell (AL-07), and Marc Veasey (TX-33), introduced the bicameral Sustaining Our Democracy Act to help state and local governments support election administration. The bill provides $20 billion in mandatory federal funding to support state and local governments, including by training and recruiting nonpartisan poll workers and election officials and increasing voting access in underserved communities. 
 
Schrier Introduces Legislation to Prevent Future Baby Formula Shortages
Rep. Kim Schrier (WA-08) introduced several bipartisan bills to combat the formula shortage and bring life-saving baby formula to families. H.R. 8038 the Formula Shortage Reporting Act authorizes the FDA to require infant formula manufactures to give advance warning of a shortage. H.R. 7989 the Protecting Infants from Formula Shortages Act, co-led by New Dem Rep. Debbie Wasserman Schultz (FL-23), lays the groundwork for maintaining a stockpile of formula, establishes notification requirements, directs producers to develop risk management plans, and strengthens FDA inspection authority.

DelBene Leads a Bipartisan Effort Pushing for White House to Protect Americans Against New Tariffs at WTO Conference
As a Co-Chair of the Digital Trade Caucus, Rep. Suzan DelBene (WA-01) led a bipartisan effort calling on World Trade Organization members to renew a longstanding agreement that bars new tariffs and other trade barriers on digital goods and digital services that would harm American companies and workers. In their letter to U.S. Trade Representative Katherine Tai, 34 House lawmakers pushed the Biden administration to make renewing the Moratorium on Customs Duties on Electronic Transmissions one of its top priorities at the twelfth WTO Ministerial Conference (MC12) in Geneva. 
 
Over 10 New Dems Attend Congressional Delegation Led by Speaker Pelosi to the Summit of the Americas
Reps. Suzan DelBene (WA-01), Stacey Plaskett (VI-AL), Gregory Meeks (NY-05), Raul Ruiz (CA-36), Debbie Wasserman Schultz (FL-23), Julia Brownley (CA-26), Tony Cardenas (CA-29), Joaquin Castro (TX-20), Norma Torres (CA-35), Salud Carbajal (CA-24), Raja Krishnamoorthi (IL-08), and Vicente Gonzalez (TX-15) all joined a Congressional delegation to Los Angeles led by Speaker Pelosi for the Ninth Summit of the Americas. The summit, hosted by the U.S. State department, focused on building a sustainable, resilient, and equitable future for the Western Hemisphere. During the summit, the Congressional delegation worked with regional stakeholders to secure commitments and actions to improve pandemic response, promote green and equitable recovery, build strong democracies, and address the root causes of migration. 
 
O’Halleran Calls for FCC Investigation Into Disastrous Arizona Outages
Following reports of consistent, catastrophic outages in Northeastern Arizona, Rep. Tom O’Halleran (AZ-01) sent a letter to Federal Communications Commission (FCC) Chairwoman Jessica Rosenworcel. The letter calls for a full investigation into the outages in Frontier Communications’ network and points out the need to hold Frontier accountable for its pattern of negligent behavior toward communities in northern and eastern Arizona.  
 
Larsen Holds Most Community Project Funded & Infrastructure Events in House Democratic Caucus
On Tuesday, June 14, the House Democratic Policy & Communications Committee announced that Rep. Rick Larsen (WA-02) held the most in-person and virtual Community Project Funding and infrastructure events between March 9 and June 6. Larsen held a total of 30 events. Combined with the 70+ events Larsen held between November 2021 and January 2022, Larsen has held more than 100 infrastructure-related events to discuss how the law invests in jobs, drives economic recovery and builds a cleaner, greener and safer transportation network. 
 
Strickland Demands Accountability from Small Business Administration on Disaster Loans
Rep. Marilyn Strickland (WA-10) sent a bipartisan letter demanding accountability from the Small Business Administration on how they have been processing Economic Injury Disaster Loan (EIDL) applications. The letter expressed concerns regarding the lack of transparency around the end of the EIDL program and urged the SBA to provide small business applicants with immediate relief and clarity. She was joined by 70 of her colleagues, including three Republicans.
