The Washington Medical Commission (WMC) has issued the following discipline against the following health care providers. Per normal procedure, these statements would have gone out individually over the past year (2020-2022). However, due to staffing issues and legal backlogs they did not. This release does not reflect an increase in discipline.?

Clark County:

George Allen, MD (00042579) entered into an agreed order with the WMC in February 2022. Allen was criminally indicted in Oregon and pled guilty to three counts of sexual abuse. Some of the charges involved conduct with his patients. As part of his sentencing, Allen was required to voluntarily surrender his Washington medical license. WMC made findings that Allen committed unprofessional conduct under RCW 18.130.180 (1) and (17). WMC accepted the voluntary surrender of his license, added the stipulation that Allen may neither provide his opinion as to professional practice nor provide any temporary, emergency, or volunteer medical service.

Trent Russell, PA (60578902), entered into an agreed order with the WMC in November 2021. Russell committed unprofessional conduct under RCW 18.130.180 (5) due to his license being revoked in Oregon. Russell refused to comply with the Oregon Boards order. In Washington, Russell has entered into a monitoring agreement and is reported to be ?able to practice with reasonable skill and safety? as long as he fulfills the requirements of his monitoring contract and the conditions of the agreed order.

Lewis County:

Gerald Lee, MD (00043750), entered into an agreed order with the WMC in January 2022. Lee committed unprofessional conduct under RCW 18.130.180 (4) and (7) which includes but is not limited to, ?incompetence, negligence, or malpractice which results in injury to a patient or which creates an unreasonable risk that a patient may be harmed.? His license is active with restrictions, which include practice restrictions, CME, personal appearances and a minimum of 2-5 years of oversight.

King County:

Edmund Decato, PA (10002121), was indefinitely suspended by the WMC in March 2022 by default order. Decato failed to respond to charges of unprofessional conduct under RCW 18.130.180 (1) participation in an act involving moral turpitude, dishonesty, or corruption relating to the practice of the person's profession.

Rajninder Jutla, MD (00047987), entered into an agreed order with the WMC in February 2022. She was found to have committed unprofessional conduct under RCW 18.130.180 (1) (7) (9) (13) (22) which includes but is not limited to, ?misrepresentation or fraud?, and ?willful misrepresentation of facts before the disciplining authority.? Her license is active with restrictions including oversight for two-years, a multidisciplinary forensic assessment, records review, personal appearances, and CME. ?

Cara Oliver, MD (00048841), was indefinitely suspended by the WMC in September 2021. Oliver failed to respond to charges that she could not practice with reasonable skill and safety under RCW 18.130.170 (1) after leaving mandatory treatment.

Michael Tepper, MD (00043030), was indefinitely suspended by the WMC in March 2022 by default order. Tepper failed to respond to charges of unprofessional conduct under RCW 18.130.180 (8), failure to cooperate with the disciplining authority.

Pierce County:

Verner Stillner, MD (60096393), was indefinitely suspended by the WMC. Stillner surrendered his Alaska license rather than comply with a state consent order. In Washington, Stillner waived his right to a hearing. He also responded to the WMC allegations of unprofessional conduct under RCW 18.130.180 (5) by stating that his license had expired instead of addressing the charges.

Snohomish County: Earl Bardin, MD (00020734), was reprimanded by the WMC for his willful and knowing refusal to cooperate in an investigation. Bardin retired or the WMC would have imposed a greater sanction. Bardin no longer holds an active license.

Julia Barnett, MD (60729698), was found by the WMC to have committed unprofessional conduct under RCW 18.130.180 (4)(14), including severe risk of harm and in some cases death, for at least six patients while in her role as the Monroe State Correctional Facility Medical Director. Her Washington medical license is indefinitely suspended. ?A final order affirming this suspension and other sanctions was put into place on August 18, 2021. ?Prior to reinstatement, she must successfully complete a thorough competency assessment and a WMC-approved ethics course.

Thurston County:

James Beverly, PA (60917042) was denied a credential to practice as a Physician Assistant (PA) by the WMC in January 2022 with authority under RCW 18.130.055 (1). Beverly has a criminal history of sexual abuse with minors in both Utah and New Mexico. Both states have revoked Beverly?s license to practice as a PA. Beverly also lied on his application for licensure in Washington state. Beverly is currently appealing the WMC denial in Superior Court.

Yakima County:

Valentin Antoci, MD (60307626), was suspended by the WMC in 2018 for falling below the standard of care in his surgical and post-surgical care with multiple patients. While suspended, Antoci filed motions and continuances for hearings. In August 2021, Antoci failed to appear for his hearing. He was found by a preponderance of clear and convincing evidence to have committed unprofessional conduct as defined in RCW 18.130.180 (5). Due to the gravity of the unprofessional conduct and number of patients involved, Antoci?s conduct falls into Tier C of WAC 246-16-810. His Washington license is suspended.

Dave Atteberry, MD (60125296), entered into an agreed order with the WMC in August of 2021. The order found Atteberry?s work fell below the standard of care and sanctioned him under WAC 246-16-800, and WAC 246-16-810 Tier C, for substandard practices that resulted in severe patient harm. Atteberry?s surgical care of a patient resulted in permanent injury. Atteberry may only petition the WMC for termination of this order in three years if all requirements within the order, including a WMC-approved clinical competency assessment, have been met.

Rajesh Movva, MD (60733483), entered into an agreed order with the WMC in March 2022. WMC found that Movva committed unprofessional conduct under RCW 18.130.180 (4) and sanctioned him. Movva delayed the diagnosis and treatment of shock, did not recognize and treat a bowel ischemia, and refused to collaboratively work on a critically ill multi-system injury patient putting her at risk. Movva may only petition the WMC for termination of this order in three years if all requirements within the order have been met.

Out of State:

Muhammad Ahsan, MD (00040932), was charged by the WMC in December 2018 with unprofessional conduct under RCW 18.130.370. The charges allege the Michigan Board of Medicine issued a Final Order suspending Dr. Ahsan?s medical license in that jurisdiction based on deficiencies regarding prescribing and treatment of patients.? Dr. Ahsan did not file a response within the time allowed. This matter came before a Washington Health Law Judge (HLJ) in March 2022.? HLJ found, ?sufficient grounds exist to take disciplinary action? and ordered Dr. Ahsan?s medical license be indefinitely suspended.

Roland Green, MD (60899657), entered into an Agreed Order WMC on May 14, 2021 under RCW 18.130.370. Green surrendered his New York license while under investigation for misrepresentation or fraud in the practice of medicine. His Washington license is suspended for a minimum of three years with the option to petition for reinstatement if all the conditions of the order are met. The WMC has full discretion to approve or deny the petition.

Paul Kaplan, MD (00012845), signed a Waiver Order with the WMC on December 30, 2021 waiving his right to a hearing. WMC summarily suspended Kaplan under RCW 18.130.370. Kaplan surrendered his California license while under investigation for negligence, excessive prescribing, the prescription of controlled substances without examination and inadequate medical recordkeeping.

Richard Krebs, MD (60647377), was charged by the WMC February 2021 with unprofessional conduct under RCW 18.130.370. Krebs failed to respond to the charges and defaulted. Krebs surrendered his license to the Oregon State Medical Board while under investigation for diversion of controlled substances and failure to comply with the terms of his monitoring agreement. His Washington license is indefinitely suspended.

Adetokunbo Ladenika, MD (60789918), was charged by the WMC in January 2021 with unprofessional conduct under RCW 18.130.370. Ladenika failed to respond to the WMC?s charges and defaulted. The Virgina Board of Medicine sanctioned and reprimanded Ladenika for treatment of family members without establishing a bona fide practitioner-patient relationship. Ladenika?s Washington license is indefinitely suspended.

Jeffrey Lovin, MD (00033709), was charged by the WMC in January 2021 unprofessional conduct under RCW 18.130.370. Lovin failed to respond to the WMC?s charges and defaulted. The California Medical Board revoked Lovin?s license for failure to comply with a Cease Practice Order upon violation of a previous legal agreement. His Washington license is indefinitely suspended.

Kang Lu, MD (60257984), was indefinitely suspended by the WMC on August 3, 2021 under RCW 18.130.370. Massachusetts revoked Lu?s license for at least three years, for excluding criminal convictions on his application for licensure. Lu?s Washington license is suspended for a minimum of five years with no right to petition for reinstatement until he provides proof his Massachusetts license is in good standing; or completion of all requirements in this final order. He may not seek a modifications.

Jose De Jesus Martinez, MD (00046505), was charged by the WMC December 2020 with unprofessional conduct under RCW 18.130.370. Martinez failed to respond to the WMC?s charges and defaulted. The Texas medical board suspended Martinez after a federal criminal conviction of conspiracy to defraud health insurance payers. His Washington license is indefinitely suspended.

Jessica Wolin, MD (00037263), entered into an Agreed Order WMC on May 14, 2021 under RCW 18.130.370. Wolin is suspended in Michigan for the diversion of controlled substances and unprofessional conduct violations. Wolin?s license is suspended in Washington until the completion of her agreement with Michigan at which time she can petition to terminate the Washington order.? Wolin does not practice or reside in Washington.

Ati Yates, MD (60671228), signed a Waiver Order with the WMC on December 30, 2021 waiving her right to a hearing. WMC summarily suspended Yates under RCW 18.130.370. Yates surrendered her Oregon license while under investigation for unprofessional conduct including failing to recognize and treat signs of serious infection and illness.
