Taxilane Echo reconstruction to start June 27

Reconstruction of Taxilane Echo near the Paine Field Fire Station is set to begin *Monday,*?*June 27, 2022*. This is routine work to replace pavement that is nearing the end of its useful life and meet the needs of its tenants and users. Taxilane Echo was originally constructed in 1941 for the military and last repaved 33 years ago.
The $6.33 million project is funded primarily by a $5.5 million grant from the FAA. The remainder of the project is to be paid for using Airport Capital Improvement funds.
Hangar tenants to the north should expect to use Taxilane Hotel / H1 for the duration of the project.

111th St SW and 112th St SW to be repaved
Repaving on 111th/112th and 30th/31st
Contractors for Snohomish County Public Works will be repaving 111th St SW and 112th St SW?between 30th Ave W and 31st Pl W. The work will also involve replacing sidewalks and installing ADA ramps on 112th St SW at 31st Pl W and 30th Ave W at 111th St SW.
The initial phase of the work will be installing the ADA ramps, from *June 21st through June 24th* (weather dependent). For this phase, full roadway closures are NOT anticipated. The contractor may close lanes as needed to maintain safety.
Repaving of 111th St SW and 112th St SW along with the intersections with 30th Ave W and 31st Pl W will be scheduled later this summer.
Please give yourself extra time if you typically travel through this area and drive slowly through the work zones. Construction dates may change based upon weather conditions.

Snohomish County Airport/Paine Field (KPAE) has experienced numerous events where a pilot turned the wrong?direction onto the runway when departing from an intersection. For example, a pilot is cleared for takeoff on Runway 16R at Taxiway A6 but turns right onto the runway and departs Runway 34L.
Wrong-direction intersection takeoffs present a significant risk to safety. A plane departing the wrong direction could?collide with another aircraft or a vehicle on the runway or, once airborne, be face to face with an arriving aircraft.
Pilots should ensure they turn the correct direction onto the runway when making an intersection departure. *To?prevent departing in the wrong direction, pilots should:*
* Practice the ?sterile cockpit? rule. Distraction is often a factor in wrong-direction departures.
* Actively listen to and think about the takeoff clearance to understand what runway you are cleared to depart on.
* Understand how to interpret the sign(s) adjacent to the runway hold short lines.
* Look for the runway number on your heading indicator and turn that direction onto the runway.
* Read back the runway designation when cleared for takeoff or to line-up-and-wait.
* Before applying takeoff power, confirm that your heading corresponds to the assigned runway.
* Use extra caution when utilizing Alpha 4, Alpha 5, and Alpha 6 for intersection departures.

Paine Field is updating our Airport Master Plan, a long-range strategy for development of airport land and facilities. It is informed by county residents, government agencies, chambers of commerce, civic groups, the Airport Commission, environmental organizations, business leaders, general aviation users, and others with an interest in the airport. The current Paine Field Master Plan was adopted by the Snohomish County Council in December 2002.
You?re invited to review our latest updates, including new drafts of taxiways and where new facilities may go within the airport.

Airport staff receive training to raise awareness of human trafficking
Flights to freedom training from BEST
Paine Field has entered into a new partnership with the Seattle-based nonprofit organization, Businesses Ending Slavery and Trafficking [ [link removed] ] (BEST), to provide employees and tenants at the airport with an important new human trafficking awareness training, Flights to Freedom.
The new training program, specifically designed and delivered to the aviation industry, helps airports educate their employees to support the prevention and identification of human trafficking in the industry.
Airports can be a key location for identifying people who are victims of human trafficking, so it is?essential that employees working at airports are properly trained in what to watch for. Flights to Freedom?will educate Paine Field employees and tenants about how human trafficking can be a problem in the aviation?industry, and the training will help employees learn how to spot the behaviors that are indicators of?human trafficking and how to safely report it.
Paine Field has also partnered with the Department of Homeland Security to introduce the Blue Lightning Initiative [ [link removed] ] (BLI) to our staff.??BLI trains aviation personnel to identify potential traffickers and human trafficking victims, and to report their suspicions to federal law enforcement.
Paine Field's goal is to have 100% of our employees complete the Flights to Freedom training in the next 12 months.

Recap of successful full-scale emergency drill

In May, Paine Field held its first full-scale emergency drill since pre-pandemic. The exercise simulated an actual aircraft accident at Paine Field and used the Airport's Boeing 727 training aircraft. Personnel from Paine Field, Mukilteo, Everett, South Snohomish, Snohomish Regional, Camano Island, and Marysville Fire Departments were greeted with smoky conditions created by a smoke machine and actors from the Crossroads High School (Granite Falls School District) drama program to achieve a high level of realism.
Chief Joshua Cole was satisfied with how the overall drill went. "As far as how the drill went, it was an absolute success." He continued, "there's always lessons learned and things that we can improve on, but this is what the Part 139 requirement is for."
In addition to representatives from our local responding fire departments, the exercise had representatives from Airport Operations, Airport Maintenance, Snohomish County Sheriff's Office Airport unit, Snohomish County Department of Emergency Management, area hospitals, AMR, Northwest Ambulance, Airlift Northwest, SNO911 dispatch center, Alaska Airlines, Red Cross, Air Traffic Control Tower, Federal Bureau of Investigation, CERT volunteers, and the media. In all, over 120 people participated in the drill.
FAA regulations mandate airports with commercial service to conduct full-scale emergency drills every three years, with annual tabletop exercises in the off years. The drill was slightly reduced in scope and personnel from previous years due to COVID-19 protocols.
