- Then, over the course of the next nine months, he declared 30 percent of lands off limits for oil and gas, halted drilling in ANWR, reversed President Trump’s MEPA regulation that made it easier to drill, his Department of the Interior began imposing its “social cost of carbon” scheme, and he declared a moratorium on drilling in Chaco Canyon…
