MISSILE DEFENSE MONDAYS June 7 - June 13, 2022 THE WEEK IN BRIEF On Tuesday, June 7, the House Armed Services’ Strategic Forces Subcommittee announced plans to impose restrictions on the travel budget for Deputy Defense Secretary Kathleen Hicks in a move to force her to decide which Pentagon entity is responsible for developing defenses against cruise missiles. This comes after Pentagon officials told lawmakers that Hicks’ inaction was holding back some efforts to employ improved defenses. On Thursday, June 9, the Pentagon promised that it will soon appoint a lead agency for developing defenses against cruise missiles after the House subcommittee sought to impose restrictions on the budget of the Deputy Defense Secretary. House Armed Services Strategic Forces Subcommittee Chairman Jim Cooper (D-Tenn.) said the Pentagon has “recently responded” and promised to designate such a lead by the end of July. Also on Thursday, June 9, President Biden nominated the head of Air Force Global Strike Command, Gen. Anthony Cotton to be the next leader of U.S. Strategic Command (Stratcom). If confirmed by the Senate, Air Force Gen. Anthony Cotton would oversee the command tasked with missile defense, strike capabilities, nuclear operations, and running the Defense Department’s Global Information Grid, among other major tasks. Cotton has long dealt with deterrence and nuclear operations while in the military. Prior to becoming deputy, then head of AFGSC, he commanded the 20th Air Force in Wyoming, responsible for maintaining and operating the Air Force’s intercontinental ballistic missiles (ICBM). He also led the 341st Missile Wing, in charge of the Minuteman III ICBMs at Malmstrom Air Force Base, Mont. In addition, Cotton has served as commander of the 45th Space Wing and as head of Air University. On Sunday, June 12, Ukrainian President Volodymyr Zelenskyy addressed the world via video saying there are already 2606 affirmative answers to the question of whether Ukraine needs modern missile defense systems. Zelenskyy spoke about the Ukrainian's who have died or been injured as a result of indiscriminate artillery and missile strikes during the Russian invasion. He pleaded to the international community saying, "Today is the 109th day of a full-scale war, but it is not the 109th day as we tell our partners a simple thing: Ukraine needs modern missile defense systems. The supply of such systems was possible this year, last year and even earlier. Did we get them? No. Do we need them? Yes. MISSILE DEFENDER OF THE WEEK Staff Sergeant Matt Llewellyn SSG Llewellyn is currently assigned as an Automated Logistical Specialist with the 1st Battalion, 188th Air Defense Artillery (ADA) Regiment. SSG Llewellyn has been a vital role in cleaning up processes since arriving in the National Capital Region (NCR). He has worked tirelessly to clean up a service schedule that had been neglected and back log maintenance that needed to be conducted. He diligently scrubbed a chaotic parts ordering process by ordering needed parts, cancelling unnecessary parts, and helped prioritize the ordering of high priority parts. His air defense maintenance experience and knowledge has been displayed numerous times as he has conducted scheduled and impromptu maintenance and safety classes. SSG Llewellyn has trained three other Soldiers in the Production Controller role for future Operation Noble Eagle rotations to ensure the Battalion is always prepared for the mission. Even now as the Battalion is in a steady state rhythm, he has continued to turn wrenches and troubleshoot equipment all while still performing at a top level as the Battalion Production Controller. SSG Llewelyn’s dedication to service and professional excellence has been essential to the success of the maintenance section of the Ground Based Air Defense Battalion in the NCR. His knowledge and dedication have set the standard for maintenance as a part of Operation Noble Eagle. SSG Llewellyn enlisted as a Combat Engineer in February 2000. While a part of the North Dakota National Guard (NDNG), SSG Llewellyn completed his Associates Degree in Automotive Technology at Williston State College. In September 2001, he transferred to Active Duty as a Maintenance Data Analyst in the U.S. Air Force. During his Active-Duty career, SSG Llewellyn was stationed and supported maintenance operations at Warner Robins Air Force Base (AFB), Georgia and at Royal Air Force Lakenheath, United Kingdom. Following the end of SSG Llewellyn’s Active-Duty career, he became a member of the 219th Security Forces Squadron, Minot AFB, North Dakota, as an Information Management Specialist in April 2007. He then returned to the NDNG as a Combat Engineer with the 818th Engineer Company in Minot, North Dakota. SSG Llewellyn is married to Air Force Master Sergeant Beverly Llewellyn, who is assigned to the 5th Operations Group, Minot AFB North Dakota, and is also currently deployed.
