The California legislature has made great strides in removing barriers to building housing across the state. However, many localities have failed to comply with state housing laws, with some making blatant efforts to sidestep these laws by exploiting loopholes and carveouts.
In response, the Department of Housing and Community Development and the Attorney General's Office have each created units to provide technical assistance, oversight, and enforcement of the implementation of laws like SB 330, SB 35, and ADU streamlining law.
