The New York State Legislature Also Passed a Powerful Climate Justice Bill Thanks to the Better Buildings New York Campaign New Standards Will Reduce Both Utility Bills and Greenhouse Gas Emissions
The Advanced Building Codes, Appliance, and Equipment Efficiency Standards Act (S.9405/A.10439) passed the New York State legislature, and it is one of the only pieces of climate legislation to do so this session.
By establishing stronger energy efficiency standards for buildings and appliances, this bill will save New Yorkers a collective $15 billion on their utility bills over the next 15 years while keeping 17 million tons of greenhouse gas emissions out of the atmosphere. Low-income communities and communities of color are disproportionately impacted by climate change, which is fueled by greenhouse gases. And these same communities are forced to spend disproportionate amounts of their household income on utility bills, with many incurring massive utility debt during the pandemic.
This bill was driven by Better Buildings New York, a statewide campaign of environmental and climate advocacy groups, including the Natural Resources Defense Council, Renewable Heat Now, Frack Action, E2 (Environmental Entrepreneurs), AGREE New York, the Association for Energy Affordability, and WE ACT. We thank our colleagues and the many other organizations who championed this legislation. And we are particularly grateful to Senator Kevin Parker (D21) and Assembly Member Patricia Fahy (D109) for sponsoring it. Now we encourage Governor Hochul to sign it into law!
