Saving Coloradans Money, Improving Public Safety, Increasing Accessibility BILL SIGNING TOUR - DAY 23 Yesterday I signed legislation to help Coloradans hold on to more of their hard-earned money, ensure all Coloradans can thrive in safe and healthy communities, and support cutting-edge technology to drive innovation in Colorado’s thriving agriculture industry. I am proud to sign these bills today that address the most pressing issues for Coloradans, from saving people and businesses money to improving public safety, supporting Colorado kids and driving innovation, we are truly meeting the needs of the moment and building a Colorado for All. STRENGTHENING COLORADO’S ECONOMY SAVING COLORADANS MONEY & SUPPORTING COLORADO BUSINESSES To ensure Colorado remains a business-friendly destination, I discussed bipartisan legislation SB22-234, which infuses $600 Million of one-time American Rescue Plan Act funding into the Unemployment Insurance Trust Fund. This will provide real relief to Colorado businesses and workers and help to shore up the unemployment insurance trust fund, avoiding payroll tax increases. I signed additional money saving measures into law, including bipartisan SB22-220 to continue our groundbreaking property tax relief efforts and HB22-1254 to reduce registration fees based on the age of a vehicle. BOLSTERING COLORADO AGRICULTURE, DRIVING ECONOMIC INNOVATION I signed two new laws to bolster Colorado’s thriving agriculture industry and continue to drive innovation. HB22-1053 is an important step toward further connecting Colorado’s agricultural industry - a true backbone of our economy - to the benefits of blockchain technology. SB22-025 directs the Department of Treasury to conduct a study on the feasibility of using security token offerings for state capital financing. I also signed legislation to save Coloradans money by making State operations more efficient and effective, including reducing the square footage of office space by 1 million square feet over the next three years, cutting costs and improving employee retention and morale. To support these goals, I signed bipartisan SB22-239 to save money and ensure safe working environments for Colorado’s efficient and high achieving legislators and state employees. SUPPORTING THE COLORADO WORKFORCE, EXPANDING ACCESS TO CLEAN TRANSPORTATION Colorado is making nation-leading improvements in infrastructure and today, I signed bipartisan bill SB22-215 to ensure that Colorado is in the best position possible to take advantage of funding from the national Infrastructure Investment and Jobs Act. I also signed bipartisan HB22-1029 which provides critical funding to PERA. To continue taking bold steps to reduce air pollution, fight for clean air, and save Coloradans money, I signed a new bipartisan law that brings passenger rail for Colorado’s Front Range one step closer to becoming a reality. This new law supports the development of a passenger rail to connect Colorado communities and move people, ideas and goods that will help our economy thrive, relieve congestion, decrease pollution and save drive time. MAKING COLORADO ONE OF THE TEN SAFEST STATE KEEPING COLORADO KIDS SAFE I signed legislation to ensure that Colorado kids are safe, healthy, and can thrive across our state, including bipartisan bills HB22-1358 to ensure our kids have clean water at school or daycare, HB22-1056 and HB22-1375, two bills that that work to give Colorado youth the best possible support, even under difficult circumstances. I also signed SB22-217, which makes a number of changes to the Disability Funding Committee’s statutes to improve their ability to award grants and support programs that benefit Coloradans with disabilities. MAKING COMMUNITIES SAFER & IMPROVING OUR CRIMINAL JUSTICE SYSTEM I signed legislation into law to make Colorado communities safer and ensure that Coloradans can live, work, and thrive in safe and healthy communities, including bipartisan bills HB22-1077 which helps protect community organizations which are at high risk of attack by terrorists, HB22-1314 to end unnecessary towing and save Coloradans money, and HB22-1217 and SB22-009 which address catalytic converter theft. I also signed bipartisan HB22-1319 to provide more protections for youth moving through the juvenile justice system, HB22-1373 which prohibits juvenile court from ordering a youth defendant to pay restitution to an insurance company, and bipartisan HB22-1289 which extends state health insurance coverage to children and pregnant people who are locked out of Medicaid and CHIP.
