The evening featured a keynote address by U.S. Representative David Cicilline and a discussion on LGBTQ poverty with Tralonne Shorter from the Center for Law & Social Policy, Japer Bowles from the D.C. Mayor's Office of LGBTQ Affairs, and the Williams Institute's Federal Policy Director Elana Redfield and Legal Director Christy Mallory.

** Williams Institute calls for improved LGBT data collection at the state and federal levels
------------------------------------------------------------
Government surveys that collect information on sexual orientation and gender identity (SOGI) help lawmakers and service providers allocate funding and design policies that consider the LGBT population. Without this data, the unique needs of the LGBT community are often overlooked. Williams Institute scholars have submitted numerous public comments recently that support SOGI data collection in keeping with the 2022 recommendations from the National Academies of Science, Engineering, and Medicine. ** American Community Survey/Puerto Rico Community Survey

The American Community Survey (ACS) and the Puerto Rico Community Survey (PRCS) from the U.S. Census Bureau provide vital demographic and socioeconomic information about people in the United States and Puerto Rico. They currently collect information about same-sex married and cohabitating couples but not about individuals’ sexual orientation or gender identity.

** California SB 1033
------------------------------------------------------------
In 2003, California passed the Health Care Language Assistance Act, requiring health insurance companies to collect data on race, ethnicity, and language. SB 1033 would require that private health care plans utilize standardized best practices for the collection and reporting of demographic data, including sexual orientation and gender identity, and data on community needs.

** Medicare Beneficiary Survey Public Comment
------------------------------------------------------------
Data from the Medicare Beneficiary Survey (MCBS) provides an estimate of total Medicare health care costs and utilization and helps develop and monitor initiatives to support for Medicare beneficiaries. Proposed revisions to MCBS include collecting beneficiaries' sexual orientation and gender identity and any experiences of discrimination related to their LGBT status.

** State Small Business Credit Initative

The State Small Business Credit Initiative (SSBCI) is a federal program that provides funding to states, territories, Tribal governments, and municipalities to support financing for small businesses. An interim final rule would require the collection of including sexual orientation and gender identity data from small business owners who participate in the program.
