Friends, the obscene cost of drug prices in the U.S. is both a major health care issue and a major economic issue.

The amount of money Americans spend on prescription drugs has nearly doubled since the 1990s. And as pharmaceutical companies continue to raise the cost of life-saving drugs, Americans are left paying significantly more than individuals in comparable countries.

For example, the popular drug Humira costs an average of $822 in Switzerland and $2,669 in the United States.

How did this happen?

Well, European governments negotiate with pharmaceutical companies to set the prices of prescription drugs. They do this to keep costs low and make sure medications are available for everyone.

But the U.S. government has failed to implement policies to ensure we also have affordable access to needed drugs.

And while the revenue generated by prescription medication is critical to future research and the development of new medications, it can no longer come on the backs of American families. For too long, drug companies have relied on American families to subsidize the cost of drugs in other developed countries.

This is unfair -- and must change. John's plan to accomplish this is twofold:

We allow the federal government to start to negotiate drug prices.
We institute 100% excise tax on the difference between the cost charged in the United States and the average cost in the developed world.
This means pharmaceutical companies would no longer have the option of passing on the burden of the prescription drug costs to the American people. Instead, they would have a strict incentive to balance global prices to avoid paying the excise tax.

Unlike other proposals that involve price or profit margin caps or threaten patent law, this plan allows pharmaceutical companies to find the equilibrium price on their own, while still resulting in lower prices for U.S. patients.
