Dear John,

The former chief technology official for the County Assessor/Recorder/County Clerk has pleaded guilty ([link removed]) to a felony charge of unlawfully funneling contracts to his wife. See below for court documents:

Technology is a big issue in ensuring this office functions well, and it’s an area where this office is in trouble.
* The office has struggled for several years to implement what is called an integrated property tax management system, which would streamline the appraisal to collection process and ensure that valuable revenue isn’t slipping through the cracks.
* Residents are sent to a third party website to conduct property searches, and they pay a fee after a certain number of searches. In Los Angeles, this is all done in-house for free.
* The website is hard to use and desperately needs to be updated.
* The County has a disjointed process for collecting new building permits and the completion of new construction. Currently, there is no uniform process for each city to report their activity. For example, some municipalities still mail this information into the County.

And there’s more, but I want to keep this email short!

The job of the Assessor is to enforce the existing law—not to change Proposition 13. Only the voters can make changes to Proposition 13.

My background—30 years in the technology sector as a business owner and entrepreneur and four years on the San Diego City Council-- is relevant to this position which has a $75 million budget and over 400 employees.

Clearly, it’s time for new leadership.

PS: A number of people have asked why my name isn’t on their June primary ballot. Since only two candidates are running for this position, we only run in November because of a county ballot measure that was passed in 2018.
