the Week
This week's volunteer to highlight is our Douglas County
Director, Marty Marx. Marty arranged a tour of small businesses in
Tuscola and has been instrumental in getting our signs up in east

Issue
Spotlight:? Administrative Rules Reform
As
the law stands in Illinois right now, any rule that is put out by the
Illinois administrative agencies has a presumption of legality.? After
the public has the opportunity to comment, the rule automatically
becomes law unless 8 out of 12 members on the Joint Committee for
Administrative Rules (JCAR) vote to strike it down.
One
of the pillars of our "A New Start for Illinois" policy agenda is a
fundamental change to this process. ? We are proposing that
"emergency" rules and rules that raise fees/penalties shall not become
effective unless they receive seven YES votes from JCAR members. This
is a necessary first step in reining in the executive branch of
Illinois government.
