Ranked Choice Voting - More Choice, More Voice, More Power and Easy as 1-2-3, by Alaskans for Better Elections ([link removed])


** A vote is a vote: people experiencing homelessness’ voices matter as equally as everyone else’s at the polls.

Why is ranked choice voting education important?

Persons experiencing homelessness are focused on acquiring what they need for survival on a day-to-day basis. Actively seeking out information on the new process of ranked choice voting probably will not be on that list. Our goal is to equip direct-service providers to educate their clients on ranked choice voting.

Rank choice voting allows voters to rank candidates in the general election in order of preference, which gives voters more voice in their representation and ensures more candidates win office with majority support.

ACEH is facilitating training for our members and local providers, to equip them to effectively educate houseless individuals on ranked choice voting and their rights.

HUD and ACF Announce Funding Opportunities for Youth Experiencing Homelessness or Housing Instability

Anchorage has an affordable housing problem. Along with you, I was shocked by the recent ADN article ([link removed]) that showed the average housing price in Anchorage as $420,000. The decrease in construction during the pandemic, increases in material costs, and extremely limited housing stock contribute to the high cost of housing in our city. A quick review of online rental platforms, like Zumper and Zillow, reports that the average rent in Anchorage has increased more than 15% this past year alone. With Anchorage rental vacancy rates hovering below 5%, even those who aren’t looking to buy a home are experiencing drastic spikes in the cost of housing. At prices like this, it’s no wonder WalletHub ranked Anchorage 32nd overall ([link removed]) , stating we are one of the most expensive places to raise a family. Finding

** Administration and Legislative Drafting Group Mass Care Exit Plan Implementation Status Update 051822
------------------------------------------------------------

The workgroup is continuing to meet to maintain alignment and progress through implementation of the client / community focused approach for exit from mass care that was unanimously approved by the Mayor and Assembly in AR2021-350. The next meeting is May 26, 2022.

HIGHLIGHTS:
Mass care operations, including care at Sullivan Arena and the one remaining non-congregate shelter in an area hotel, are targeted for closure by June 30.
The following is a high-level summary of the transition plan (as known by the facilitation work group) for moving people out of Sullivan Arena mass care into other locations. This summary represents current actual and known planned moves. ACEH and partners are continuing to work diligently to secure adequate housing for all current mass care residents. There are an additional approximately 199 people currently in non-congregate mass care at an area hotel.

HUD and ACF Announce Funding Opportunities for Youth Experiencing Homelessness or Housing Instability

HUD and the Family and Youth Services Bureau (FYSB), within the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF), announced the newly released Notice of Funding Opportunities (NOFOs) for communities and organizations to build and expand housing and services for youth experiencing homelessness or housing instability.

In March 2022, HUD released the Fiscal Year (FY) 2021 Youth Homelessness Demonstration Program NOFO ([link removed]) . The goal of the Youth Homelessness Demonstration Program (YHDP) is to support selected communities in the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end.

In April 2022, FYSB released four NOFOs to support youth and young adults who are experiencing homelessness or housing instability including:
* FY 2022 Basic Center Program (BCP) NOFO ([link removed]) to provide emergency shelter and services to youth under 18 years of age who have left home without permission of their parents or guardians, been forced to leave home, or are experiencing homelessness for up to 21 days
* FY 2022 Transitional Living Program (TLP) NOFO ([link removed]) to provide up to 22 months of housing and services for youth and young adults ages 16 to under 22
* FY 2022 Maternity Group Home (MGH) NOFO ([link removed]) to provide up to 22 months of housing and services for pregnant and/or parenting youth and young adults ages 16 to under 22 and their dependent children

FY 2022 Street Outreach Program (SOP) NOFO ([link removed]) to provide street outreach services to youth experiencing homelessness or housing instability, who have left home, and are sleeping on the street or are at-risk of sexual abuse, sexual exploitation, and human trafficking

The 2022 SYSTEM Series ([link removed]) is a new collection of webinars, blog posts, and resources designed to help communities build more effective systems to end homelessness.
The updated series addresses emerging priorities in the field, as well as insights on issues and areas the Alliance expects HUD to prioritize in the upcoming NOFO.

Promoting Housing Stability through Just Cause Eviction Legislation

NLIHC released today a new brief, “Promoting Housing Stability through Just Cause Eviction Legislation. ([link removed]) ” Just cause – also known as “good cause” or “for cause” – eviction laws are legal protections that make the lease renewal process more predictable, empower tenants to advocate for better living conditions without fear of retaliation, and promote long-term housing stability for low-income and marginalized renters. The new brief overviews the goals of just cause legislation, shares examples of existing just cause protections, and offers recommendations about ways to advance just cause legislation at the local, state, and federal levels.
