Governor Newsom will be releasing his May Budget Revise today, but he took time earlier in the week to outline his plans to increase abortion funding in the revised budget, a response to the leak of the upcoming Supreme Court’s Dobbs ruling. 

His announcement this week added $57 million to the $68 million already included in his January budget, bringing the total for proposed abortion-related funding in the state budget to $125 million. 

The new funding proposal allocates the millions for abortions not covered by medical insurance; to develop and maintain a website that provides information on the right to abortion under state law, information about reproductive health care providers, and options for coverage for reproductive health services, including state-funded coverage and programs; and continued research on ways to increase abortion access.  

Newsom’s Reproductive Health Package also includes incentives for businesses to relocate to California from states with anti-abortion and anti-LGBTQ+ laws.

The California Catholic Conference will be hosting two webinars, one in English and one in Spanish, to discuss Roe and Dobbs and what it all means for Californians.

Last month, California launched a new homebuyer program that focuses on helping with down payments for first-time homebuyers. 

The Forgivable Equity Builder Loan gives first-time homebuyers a head start on this with immediate equity in their homes via a loan of up to 10% of the home’s purchase price. The loan is forgivable if the borrower continuously occupies the home as their primary residence for five years and is available to Californians whose income is less than 80% of the area median income in the county where the property is located. It can be used for a down payment or closing costs, including rate buydowns.

Home equity has proven to be one of the strongest ways families can build and pass on intergenerational wealth.

This week, CCC Executive Director Kathleen Domingo participated in a special edition of the "Conversations That Matter: The Crossroads of Science and Human Dignity" spring series sponsored by the McGrath Institute for Church Life at the University of Notre Dame. 

The panel discussed a post-Roe world and the future of Abortion in the U.S. Domingo was joined by Erika Bachiochi, J.D. (Fellow, Ethics and Public Policy Center), Charles Camosy (Associate Professor of Theology, Fordham University), and​ ​Gloria Purvis (Consultant, U.S. Conference of Catholic Bishops' Committee on Religious Liberty. Pastoral Fellow, McGrath Institute for Church Life.)

 In response to the leak of a draft opinion in the U.S. Supreme Court case of Dobbs v. Jackson Women’s Health Organization, some abortion advocates are calling for nationwide demonstrations, disruptions of church services, and the personal intimidation of specific Supreme Court justices. 

Archbishop José H. Gomez of Los Angeles, president of the U.S. Conference of Catholic Bishops (USCCB) and Archbishop William E. Lori of Baltimore, chairman of the USCCB’s Committee on Pro-Life Activities invited the faithful to unite in fasting and prayer:

“In the midst of current tensions, we invite Catholics around the country to join us in fasting and praying the Rosary on Friday, May 13, the Memorial of Our Lady of Fatima. Let us offer our prayers and fasting for these intentions:

For our nation, for the integrity of our judicial system, and that all branches of government be dedicated to seeking the common good and protecting the dignity and rights of the human person, from conception to natural death.
For the overturning of Roe v. Wade and Planned Parenthood v. Casey in the Supreme Court’s final decision in Dobbs v. Jackson.
For the conversion of the hearts and minds of those who advocate for abortion.
For a new commitment to building an America where children are welcomed, cherished, and cared for; where mothers and fathers are encouraged and strengthened; and where marriage and the family are recognized and supported as the true foundations of a healthy and flourishing society.
For Our Blessed Mother’s intercession and guidance as the Church continues to walk with mothers and families in need, and continues to promote alternatives to abortion, and seeks to create a culture of life.

As Catholics, let us witness to the beautiful gift of life with civility and love, and with our peaceful prayers and our compassionate service to all those in need.
