** Apply for the Anchorage Homeless Prevention & Response System (HPRS) Advisory Council
------------------------------------------------------------

The Anchorage Coalition to End Homelessness (ACEH) continues to seek out ways to partner more deeply with the Anchorage community to make homelessness rare, brief, and one-time.

We are currently soliciting applications for community members interested in serving on the HPRS Advisory Council. Below you will find additional information on the structure and role the body will serve for the Anchorage community.

About the HPRS Advisory Council.

The HPRS Advisory Council is the collective of individuals (the planning body) appointed to provide oversight and governance on behalf of the Continuum of Care (CoC). Areas of focus will include (but are not limited to):
* Annually establishing community priorities to share with funders and policymakers
* Coordinated Entry ([link removed]) system health and performance monitoring
* Built for Zero ([link removed]) initiatives

* Anchored Home ([link removed]) implementation
* Alaska Homeless Management Information System ([link removed]) (AK-HMIS) strategic governance and performance monitoring (in partnership with the AK-HMIS Advisory Board and the Alaska Coalition on Housing and Homelessness)
* Communications & advocacy content oversight and creation

We are looking for individuals who can share their experience and talent in any of the following areas:
* Lived homelessness experience
* Housing entities or landlords
* Homeless service organizations
* Victim services
* State and local governments

* Educational organizations
* Healthcare organizations
* Law enforcement

You are invited to apply to become a General Member or to sit on the HPRS Advisory Council. We encourage you to submit your application by Friday, May 27th, 2022 for consideration.

** Calling All Landlords!

With the closure of the mass care sites in Anchorage, we need more housing to make sure every neighbor has a safe, anchored home to go to.

We are matching tenants with landlords to create a positive experience for both. ** Anchorage Assembly
------------------------------------------------------------
ARPA Funding - Round 2

The Anchorage Assembly is currently accepting proposals for the second disbursement of American Rescue Plan Act funds.

In addition to meeting the federal eligibility qualifications for responding to the public health emergency and negative economic impacts (see [link removed]), the Assembly is specifically looking for projects that address the following vision, guiding principles and priorities. You will be asked in the application how your project fits into this vision.

Timeline

The Assembly plans to determine funding allocations by mid-June and it will take several weeks for the Municipality to set up grant contracts and distribute funding with successful applicants. A Unique Entity Identifier (UEI) and SAM registration are required for distribution, see [link removed]. Projects may begin by mid to late summer 2022 and should be completed by December 31, 2024.

** Facilitated Workgroup Mass Care Exit Implementation Status Update 050422

The workgroup is continuing to meet to maintain alignment and progress through implementation of the client / community focused approach for exit from mass care that was unanimously approved by the Mayor and Assembly in AR2021-350.

** Bronson Administration and Legislative Drafting Group Issue Joint Statement
------------------------------------------------------------

The Bronson Administration and Legislative Drafting Group thanked the Anchorage Assembly following last night’s passage of AR 2022-111(S) ([link removed]) which funds construction of a purpose-built homelessness navigation center:

“Last night’s vote was the culmination of more than nine months of bipartisan work to address homelessness in Anchorage. The Municipality of Anchorage is now armed with a bold, comprehensive strategy to reintegrate our less fortunate neighbors into society. We thank each member of the Assembly for their many hours of thoughtful work that ultimately led to the passage of this historic resolution.

“At the same time, we fully recognize the tremendous effort that lies ahead and remain committed to continuing to improve the Homeless to Stably Housed Plan.”

Passage of AR 2022-111(S) authorizes funding for the construction of a 150-bed homelessness navigation shelter on the Anchorage Police Department campus at Elmore Road. This facility will serve as a key entry point for clients into Anchorage’s extensive network of shelters, treatment and residential programs, and workforce and permanent housing.

A presentation was given by Larry Baker, Anchorage Administration, and Felix Rivera, Assembly Legislative Drafting Group, on the updated Navigation Center Project.

** Stanley Wright to Oversee Community Systems at AHD
------------------------------------------------------------
This week, the Anchorage Health Department (AHD) welcomed Stanley Wright as the department’s new Community Systems program manager. In his role, Stanley will manage critical grant funding for housing programs, including Community Development Block Grants, the HOME Investment Partnership Program, and Emergency Solutions Grants.

“A cohesive affordable housing strategy must be a key element of any plan to address homelessness in Anchorage,” said Anchorage Public Health Director Joe Gerace. “With deep connections to his community and a long record of compassionate public service, Stanley Wright will be an excellent asset to our team.”

As principal administration officer, Stanley will lead AHD’s Community Systems team, coordinating with the Aging and Disability Resource Center, Housing and Homeless Services, the Housing, Homeless and Neighborhood Development Commission, and the department’s external housing partners to ensure that Anchorage is receiving the maximum return from its federal housing dollars.

Stanley previously served as special assistant to Governor Mike Dunleavy, where he managed community outreach and liaised with the Department of Military and Veterans Affairs.

Launch of the FHEO Table Talks Series Website on the HUD Exchange

HUD’s Office of Fair Housing and Equal Opportunity (FHEO) ([link removed]) is pleased to announce the launch of FHEO’s Table Talks Series website on the HUD Exchange ([link removed]) . The Table Talks Series engages HUD representatives and trusted voices to discuss relevant and timely fair housing and racial equity topics.
In accordance with President Biden’s Executive Order on Advancing Racial Equity and Support for Underserved Communities through the Federal Government, the fair housing and racial equity topics include discussions with experts, practitioners, leaders, and activists engaged in work relevant to fair and equal housing opportunities.
The primary goal of the Table Talks Series is to:
* Educate HUD grantees about various barriers to fair housing
* Discuss methods for developing stronger partnerships with community stakeholders

** National Alliance to End Homelessness (NAEH)

The Alliance’s updated SYSTEM (Strengthening Your System to Energize Momentum) Series is designed to help communities more effectively end homelessness. This series ([link removed]) includes updated information on emerging priorities and anticipated areas of focus in the 2022 CoC Notice of Funding Opportunity Program Competition.

** National Low Income Housing Coalition (NLIHC)

Sen. Warren and Rep. Thompson Introduce FEMA Equity Act

Senator Elizabeth Warren (D-MA) and Representative Bennie Thompson (D-MS), chair of the House Committee on Homeland Security, introduced the “Federal Emergency Management Advancement of Equity Act” (FEMA Equity Act) ([link removed]) on May 5. The bill addresses ([link removed]) systemic inequities that can emerge during the federal response to disasters. Individuals with low incomes are often the most impacted by disasters but receive the least amount of assistance afterward. The FEMA Equity Act would address this problem by standardizing FEMA’s approach to collecting information on equity and the ways the agency integrates such information in its programs.
