Prenatal Substance Use Policies And Infant Maltreatment Reports

What effect do state punitive and supportive prenatal substance use
policies have on infant maltreatment reports?

In the April issue of Health Affairs, Johanna Catherine Maclean and
coauthors examine the impact of policies that criminalize prenatal
substance use

on reports of infant maltreatment to child protection agencies.

They find that substantiated infant maltreatment reports with the mother
as the perpetrator increased by 38.4 percent after punitive prenatal
substance use policies were adopted by states in 2004-18.

"We did not find changes in unsubstantiated reports, suggesting that
increases in total and substantiated reports arose from new
identification of incidents that would have otherwise not been filed by
health care providers or screened in for Child Protective Services
investigation," the authors report.
