The Week in Review
Happy Friday!
I spent most of the week back in the district as the House was in recess. It was still a very busy week, so I hope you’ll read below to learn about the important happenings:
The America First Contract Unveiled
This week, I unveiled my America First Contract to outline a plan for countering Democrats’ and the Biden Administration’s harmful policies. Similar to Newt Gingrich’s 1994 Contract with America, the plan will achieve 8 policy pillars.
These include reducing inflation and strengthening the economy, securing our border, restoring transparency and parental choice in education, reducing violent crime and preserving the rule of law, restoring election integrity, breaking up Big Tech, putting America First in foreign, energy, and trade policies, and reinstating good government practices.
In addition to achieving the 8 policy pillars, the plan calls on conducting enhanced oversight and using available leverages to stop the abuse of power from President Biden in 2023. I will introduce legislation supporting each pillar of the plan within the first 100 days of the next congressional term and will work with my colleagues to bring that legislation up for consideration in the House.
America has had enough of the disastrous leftist policies of the Biden Administration. Our nation is in desperate need of a new action plan for Republicans to follow in January. We need an affirmative, positive platform that will advance America First policies and roll back Biden Administration initiatives that have harmed our country. We have to stand up to the Biden Administration and stand up for the American people.
The full contract may be read here.

SCOTUS Leak of Abortion Draft Opinion
This week, a draft opinion surrounding Roe v. Wade was leaked from the Supreme Court of the United States (SCOTUS). The draft, authored by Justice Samuel Alito, is the court’s decision in Dobbs v. Jackson Women’s Health Organization, a case surrounding Mississippi’s 2018 law banning abortion after 15 weeks gestation.
A majority of SCOTUS has voted to overturn Roe v. Wade, the precedent that has underpinned abortion rights in the United States for nearly 50 years. The SCOTUS opinion leak underscores two major points.
First, if the leaked opinion holds, the justices are making the correct and much-needed decision to overturn Roe v. Wade. The heinous practice of abortion is and always has been wrong. Life begins at conception. As a sitting member of Congress, I am fortunate to have an opportunity to fight for life–the worthiest of causes one can be a part of in the course of public service. I expect these justices to finalize these efforts to protect millions of precious and innocent lives.
At the same time, this leak reveals an unprecedented and disgusting breach. It would not surprise me if someone who holds abhorrent pro-abortion views released this draft to incite civil unrest and ultimately sway the opinions of the justices. The political saboteur behind this leak is attempting to intimidate these justices and undermine our institution.
My colleagues at the House Republican Oversight Committee and I have already sent a letter to Attorney General Merrick Garland to immediately launch an investigation into the leaked Supreme Court draft opinion. The American people deserve to have this sacred institution protected.
May 10 FBI/DOJ Hearing Next Week
Next week, I will be holding an off-site hearing to address the Department of Justice (DOJ) and Federal Bureau Investigation (FBI)’s overreach on America’s press.
The hearing will feature at least 15 prominent Republican lawmakers who are House Freedom Caucus members and serve on the House Judiciary and Oversight Committees. Three expert witnesses--Mr. James O’Keefe, Project Veritas President, Ms. Sharyl Attkisson, Emmy-Award Investigative Journalist, and Ms. Harmeet Dhillon, Attorney and CEO for the Center for American Liberty-- will provide testimony.
The event will examine the abusive tactics employed by the DOJ and FBI and their efforts to circumvent the judicial system to perpetuate these injustices.
If you’d like to watch the hearing live, it can be streamed on my Twitter page (@RepAndyBiggsAZ) or on FreedomWorks’ Twitter page (@FreedomWorks).
Letters and Legislation
Letter to FDA and CDC demanding that the FDA set an extremely high safety and efficacy standard before considering granting Emergency Use Authorization status to Pfizer and Moderna for use of the COVID vaccinating in children 6 months of age and older.
Letter to DHS Secretary Alejandro Mayorkas expressing concerns about the newly created “Disinformation Governance Board.”
Letter to Securities and Exchange Commission Chair Gary Gensler raising concerns about the SEC’s proposed rule that would require publicly traded companies to answer over 700 different inquiries about their greenhouse gas emissions, energy consumption, and the risk to the company from the potential impacts of climate change. This disclosure requirement would also implicate private companies and individuals who generally do not fall within the purview of the authorities granted to the SEC by Congress, including private businesses that are not publicly traded.
Letter to ICE Acting Director Tae Johnson about a no-bid to house illegal aliens that resulted in the waste of millions of taxpayer dollars.
Letter to Attorney General Merrick Garland calling for an immediate investigation into the leaded draft Supreme Court opinion

Definition of the Week
This week, White House Press Secretary Jen Psaki announced she would be leaving the White House on May 13.
Even though Psaki pledged to “bring transparency and truth back to the government to share the truth, even when it’s hard to hear” on her first day of the job, we’re still nowhere near meeting this pledge.
At nearly every White House press conference, Psaki has routinely told reporters she would “circle back” with them and provide more information from President Biden. Only she never did.
Courtesy of Michael Knowles’ Speechless, here’s what we think is the latest definition:
Circle back: a phrase used to avoid facing tough and legitimate questions from reporters.
