MISSILE DEFENSE MONDAYS April 26 - May 2, 2022 THE WEEK IN BRIEF On Monday, April 25, General Glen VanHerck, the Commander for both the U.S. Northern Command and the North American Aerospace Defense Command, spoke and answered questions during a Congressional hearing on the Fiscal Year 2023 budget request. During the hearing, General VanHerk said he was open to electronic warfare and non-kinetic options to improve homeland cruise missile defense. On Tuesday, April 26, it was reported Germany will send 50 Gepard short-range air defense systems to Ukraine. The Gepard system is capable of defending against aircraft, rockets, guided missiles, and drones. On Sunday, May 1, a missile attack targeted an oil refinery in Erbil, Iraq and caused a fire and minor damage at the facility. A total of six missiles were launched in the attack from the nearby Nineveh province. After the attack, security forces found the launch pad and an additional four missiles. Also on Sunday, May 1, it was reported the U.S. Air Force’s Fiscal Year 2023 budget request includes a proposed C-130 transportable/deployable Hypervelocity Ground Weapon System (HGWS) prototype. The Air Force would like to incorporate the prototype into an existing joint service battle management system and test its ability to defend against incoming cruise missile threats during a live fire exercise. This is the first cohort of the certificate program developed in a partnership between MDAA and the University of Southern California’s Price School of Public Policy and Viterbi School of Engineering. MISSILE DEFENDER OF THE WEEK Sergeant Carl Leinen SGT Leinen is currently assigned as a Team Chief for Avenger Team 3, 1st Platoon, 1-188th Air Defense Artillery (ADA) Regiment. SGT Leinen has displayed dedication to the Army through the competition of Distributed Leader Course (DLC) I, Basic Leader Course (BLC), and DLC II, while still achieving top team on the National Capital Region (NCR) mission. Team 3 consistently performs at a level above their peers and utilizes their knowledge to mentor other teams. During Avenger certification table V in January 2022, Team 3 finished as the top team in missile reload, Avenger emplacement, and convert to Man-Portable Air Defense Systems. Team 3 consistently finishes near the top in all categories and displays the determination and attention to detail that sets them apart. Team 3 has been recognized for having an outstanding site brief and displaying a professional demeanor on multiple occasions in the NCR. SGT Leinen began military service in 2017 when he enlisted into the North Dakota National Guard as an Avenger Crewmember. In 2020 he successfully completed the Resilience Trainer Assistant course and in 2021 graduated from BLC to receive his promotion to the rank of Sergeant. SGT Leinen has received an Associate Degree in Applied Science in Practical Nursing and a Liberal Arts Degree in Applied Science from North Dakota State College of Science. Additionally, he has also completed a Baccalaureate Degree in Registered Nursing from North Dakota State University. SGT Leinen’s previous assignment includes being a Gunner with Charlie Battery, 1st Battalion, 188th Air Defense Artillery Regiment. SGT Leinen’s awards and decorations include the Army Achievement Medal, the NCO Professional Development Ribbon, the National Defense Service Medal, the Army Service Ribbon, and the North Dakota National Guard Basic Training Ribbon. SGT Leinen is married to Courtney Leinen from Lorette, Manitoba. They currently reside in Barnesville, Minnesota.
