Biden's Money Pit of Pet Projects

This week, the Senate took up consideration of the procedural tool to continue consideration of the United States Innovation and Competition Act (USICA). This legislation began with good enough intentions, but like too many bills in Congress, has spun out of control into a $250 billion money pit of pet projects.

There is no doubt that China is our top competition when it comes to innovation and technology, and it is important that we take steps to ensure American innovators have the resources and regulations they need to keep pace and outperform competitors in China and around the globe. Unfortunately, this bill dumps a lot of money into government programs that are unlikely to move the needle on our competitiveness.

Here is just a sampling of the wasteful spending included in this bill:

❌ $8 billion for a Green Climate Fund at the United Nations
❌ $2 billion annually in foreign aid to fight climate change
❌ $15 million annually for solar panel subsidies
❌ $78 billion for unaccountable spending at the National Science Foundation

If Congress is serious about unleashing American innovation, the first step is not more government programs. Instead, we need to get government out of the way and let innovators innovate. This bill just picks winners and losers and uses taxpayer dollars to prop up politically favored industries. In a time where we are experiencing historic inflation due to reckless government spending, this is the wrong move.

WORKING IN WASHINGTON

Legislative Actions:

  • I cosponsored Senator Ted Cruz’s (R-TX) Congressional Review Act (CRA) expressing our formal disapproval of the Biden Administration’s new rules on ‘ghost guns’.
    • The Second Amendment is a right we hold dear in Wyoming. This executive order clearly infringes on the rights of the people of Wyoming, while simultaneously overstepping Congressional authority. This order expands the definition of a firearm and puts undue burdens on law-abiding Wyoming gun owners.
  • I cosponsored Senator Mike Lee’s (R-UT) Radiation Exposure Compensation Extension Act that reauthorizes the Radiation Exposure Compensation Act (RECA) for an additional two years.
    • A number of Wyoming uranium miners are eligible for the RECA program due to their exposure to radiation while working in and near uranium mining operations. This reauthorization means that the program will be able to continue assisting individuals who have been exposed to uranium and to ensure that larger fixes to the program can be made.
  • I cosponsored Senator Sherrod Brown’s (D-OH) Supply Chain Disruptions Relief Act that requires the Treasury Department to provide relief from inflation to automobile dealers using the Last-In First-Out (LIFO) inventor method.
    • This bill would help provide much needed relief to Wyoming automobile dealerships that have experienced hardship due to the steep price increase on vehicles over the last year.
WORKING IN WYOMING

There is growing concern about the drug crisis in Wyoming. With the rising use of substances like Fentanyl in the state, I understand that this is a very pressing issue. Last year I signed onto the STOP Fentanyl Act of 2021 that addresses the data collection, treatment, and harm reduction related to opioid substance abuse and addiction. Moving forward, I will continue to find legislation that works to resolve this devastating situation.

Media:

  • I joined Larry Kudlow on Fox Business this week to discuss Title 42 border policies and reckless climate change spending. Click here to watch the clip.
  • I wrote an op-ed in The Hill about the Biden administration’s reckless decision to roll back past approvals on Small Refinery Exemption Program – a move that will only inflate already soaring gas prices.

WYOMING SHOUT OUT
Scientists have recently produced the most completely sequenced human genome in history. Casper Native and recent John’s Hopkins University doctoral graduate Alaina Shumate was one of the researchers that contributed to this project. I wanted to extend a special congratulations to Alaina on this historical occasion!
