Lawmakers have returned to the Capitol this week after a two-week recess.

Lawmakers will continue negotiations over an aid bill for Ukraine, an additional COVID-19 relief package, and the illegal immigration crisis at the Southern border.

The Senate starts its week Monday with a procedural vote on the renomination of Lael Brainard to be the vice-chairman of the Federal Reserve System’s Board of Governors for a four-year term. If it succeeds, a confirmation vote would likely occur Tuesday.

The House begins its week Tuesday with votes planned on 14 bills under the fast-track “suspension of the rules” process that requires a two-thirds majority for passage. The docket includes a number of bills related to small businesses and natural resources.

** Allies Ramp Up Shipments for Ukraine Amid Russia’s Donbas Offensive
------------------------------------------------------------

The U.S. and its NATO allies are continuing to ramp up shipments of heavier weaponry, including tanks and multiple artillery systems, aimed at helping Ukraine’s military stonewall Russia’s latest offensive, which is focused on the Donbas region of eastern Ukraine and may result in the largest battle in Europe since World War II. The new shipments are tailored to help Ukraine’s military given the battlefield landscape in the Donbas and how it may differ from the recent battle for Kyiv.

** CDC Issues Health Advisory Over Hepatitis Outbreak in Children
------------------------------------------------------------

The Centers for Disease Control and Prevention (CDC) issued a nationwide health alert ([link removed]) on Thursday after Alabama reported unexplained and severe hepatitis cases ([link removed]) in nine children under the age of 10. Several children developed liver failure and two required liver transplants. The health advisory sent on April 21st urged doctors and health officials to remain aware and report any similar cases.

An update from the World Health Organization on April 23rd said that at least 169 cases of acute hepatitis have been reported, approximately 10% of children have required liver transplants, and at least one death has been reported.
