VDL Commission | Strasbourg Plenary | ESPON

This week, Ursula von der Leyen presents her new College of Commissioners and their programme at the European Parliament plenary session in Strasbourg. The MEPs present will then vote on the election of the Commission. Besides this, the European parliamentarians will debate and vote on a variety of subjects, within the context of the 30th anniversary of the Convention on the Rights of the Child and the upcoming COP25. Additionally, the ministers from the Foreign Affairs Council will meet, as will the Competitiveness Council. The Finnish Presidency of the Council of the EU will be host to the ESPON week in Helsinki, where The European Spatial Planning Observation Network (ESPON) 2020 Cooperation Programme will be discussed over the course of four days. 


European Commission

If all goes according to plan, the new VDL Commission is set to take office on December 1st. Here is a refresher on what von der Leyen proposes for her first 100 days in office: Her main focus will be combatting climate change - a Green Deal for Europe, where she promises to put forward a first ever European Climate Law, as well as a Sustainable Europe Investment Plan, and introducing a Carbon Border Tax. She also proposes regional cohesion via a Just Transition Fund, and completing the Capital Markets Union in order to strength the backbone of economy through SMEs.


Council of the EU

On Monday, EU Foreign Affairs Ministers will discuss current affairs; the financial architecture for sustainable development; support for countries in transition, especially on how the EU and member states can cooperate better; and gender and education, especially looking at learning challenges and gender equality. On Thursday and Friday, the Competitiveness Council will meet, to address the internal market (including directives on representative actions for consumers and country-by-country reporting), and research and space (including solutions for a sustainable Arctic, a sustainable space economy, in addition to discussing EU bioeconomy strategy, Horizon Europe, and other initiatives).


European Parliament

MEPs this week meet in Strasbourg for a plenary session. They will hold debates on topics such as the UN Climate Change Conference; measures to combat gender-based violence; addressing the impact on European agriculture; the preparation of the next European Council meeting; foreign affairs issues; and 2020 budgetary procedure. They will vote upon the nominations of multiple members of the Court of Auditors; the mobilisation of the EU Solidarity Fund; the EU-Ukraine Agreement; Children Rights; and most importantly, on the election of the new Von der Leyen Commission.
