Explainer: Title 42 and What Comes Next at the Border - After Title 42 was put into place at the border, migrant encounters reported by CBP increased every month for 15 straight months. This is in part because the use of Title 42 at the border incentivizes migrants to attempt to cross multiple times between ports of entry.
