Today, I'm introducing my plan to address gun violence, and I hope my plan will have earned your full support ([link removed]) by the end of this email.

First, let's talk about the problem. Gun violence is a crisis in Philadelphia and America. Last year, Philadelphia saw its highest number of homicides in recorded history. Nearly 90 percent of those homicides were gun related, and our city has experienced over 11,000 shootings from 2015 to 2021.

This level of violence shouldn't be normal. I spoke with local community leaders, organizations, and academic researchers so we can work together toward a solution and help save lives. Here is my plan to reduce gun violence:

1. Encourage the use of evidence-based strategies by local law enforcement. These strategies center on assisting at-risk individuals by helping them access services and improve relations between police and the community.

2. Support local police departments by increasing clearance levels for fatal and non-fatal shootings. My plan will provide law enforcement with the resources to solve shootings, getting shooters off the streets and providing support to victims and their families.

3. Invest $40 billion in employment and workforce development agencies and organizations.

4. Invest $5 billion in community-based violence intervention initiatives, such as hospital-based violence intervention programs, connecting people to services, and the use of trusted messengers and conflict mediators.

5. Increase resources ATF devotes to removing illegal guns and investigating violent gun crimes.

6. Invest $5 billion to reduce blight and improve city environments, including greening vacant lots, increasing streetlights, and rushing support to low-income homeowners so they can make housing repairs. All of the above have been shown to reduce gun violence.

7. Increase coordination and collaboration of federal, state, and local agencies and organizations. Leaders across the board need to treat gun violence like the crisis it is, because this is do or die. I will be pushing for the buy-in and participation of all relevant agencies and organizations.

John, every single day, Philadelphians are living with the emotional and mental scars resulting from decades of exposure to gun violence. I won't stop fighting to reduce gun violence in our city, because everyone deserves to feel safe in their home, at the park, at school, and in their neighborhoods.
