Welcome to the April 2022 edition of Transparency, Credential Engine’s monthly newsletter! We have been busy at Credential Engine, and do you know who else has been busy? Our state partners. Minnesota is working on uploading assessments and courses to the Credential Registry ([link removed]) , while Indiana is working on publishing ROI data, and Illinois is publishing ETPL data. Having this range of data in one centralized registry allows organizations to tackle some of the biggest education and workforce challenges of our time.

** Spotlight.

Jobs for the Future (JFF) has released a market scan on verifiable credentials wallets that cites Credential Engine’s work and refers to the CTDL as an essential component of learning and employment records (LERs): “In order for learners and workers to maintain unified records of their lifetime academic and work experiences, and for those records to become the foundation of a skills-based education and employment marketplace, the data in digital wallets must adhere to open standards for interoperability…. including CTDL.” According to the report’s author, Sharon Leu, Executive in Residence at JFF, “The verifiable credentials wallets highlighted in this market scan give learners and workers the tools they need to communicate the totality of their skills and abilities and translate their achievements into future opportunities.” This is a rapidly evolving market space where Credential Engine is playing an important role in credential and skill data for LERs. ** Update.

Credential Engine welcomes new members to the Council on Credential Transparency & Equitable Pathways, Transfer, and Recognition of Learning. Credential Engine is excited to announce that Tamera Maresh-Carver and Robert Ruffins have joined Credential Engine’s Council on Credential Transparency & Equitable Pathways, Transfer, and Recognition of Learning. Maresh-Carver is the Managing Director of Development, Innovation & Organizational Strategies at FedEx Express. Ruffins is the Assistant Director for State Advocacy at The Education Trust.

They will assist the council in identifying appropriate definitions of equitable pathways, transfer, and recognition of learning so we may best describe and represent them in open, transparent credential data. To learn more about the Council, please click here ([link removed]) .


** Policy Corner.

House Marks-up H.R. 7309 –The Workforce Innovation and Opportunity Act of 2022

On April 5th, the U.S. House Committee on Education and Labor marked up H.R. 7309, the Workforce Innovation and Opportunity Act of 2022. This legislation, the cornerstone of the nation’s workforce development system, includes several important updates and upgrades, including provisions related to improving and expanding credential transparency for the benefit of workers, employers, educators, and the general public. Credential Engine will continue to engage with Congress as this and other legislation related to credentials, competencies and skills, pathways, and learning and employment records moves through Congress.

New State Success Stories: Our state partnership webpage ([link removed]) features an interactive map that allows website visitors to explore the many state and regional partnerships Credential Engine has established across the country. We invite you to read our latest Success Stories from Michigan ([link removed]) , North Dakota ([link removed]) , and the Midwest ([link removed]) to learn how agencies, organizations, and educational institutions within these states are working toward credential transparency. Credential Engine is collaborating on a number of projects in Texas. We are supporting the development of a Credential Registry in and for the state of Texas. This includes publishing information from publicly-held data sources, as well as working with a range of private-sector entities that also provide credentials to their own employees and to the general public.


** Technology & Support.

Credential Engine joins Indiana Achievement Wallet collaboration. Credential Engine is pleased to have joined the work on the Indiana Achievement Wallet, led through a collaboration of Western Governors University, National Student Clearinghouse, IBM, and the State of Indiana. This work, funded by Walmart, will continue to build out a model for a secure learning and employment record for learners in Indiana and will include rich credentials and skills, outcomes, and other essential data described using CTDL in the credentials.

Higher Learning Commission released two Stakeholder Roundtable papers. The Higher Learning Commission (HLC) released two papers at its Annual Conference in April, collectively entitled “Evolving: Accreditation and the Credential Landscape.” Credential Engine’s Chief Executive Officer, Scott Cheney, in conjunction with Sharmila Mann, Rick Beter, and Paul Gaston led the development of the first paper, “Unprecedented Opportunity, Extraordinary Risk: HLC in the Changing Credentials Landscape." Together with the companion piece, “Institutional Accreditation at the Crossroads: Drivers for Change”, these papers lay out a compelling case for a reconsideration of the role, value, and opportunity for quality assurance in the broad education, training, and workforce development credentials marketplace. We are excited to announce that Barbara Gellman-Danley has been appointed to Chair Credential Engine’s Board of Directors. Gellman-Danley is the president of the Higher Learning Commission (HLC) and currently serves on the NC-SARA board. We want to thank Eleni Papadakis, Executive Director at Washington Workforce Training and Education Coordinating Board and former Credential Engine Board Chair, for her hard work and dedication to our mission.

Additionally, we welcome two new leadership positions to our board: Aaron Fichtner has been appointed to be the new Vice-Chair and Ted Mitchell has been appointed to be the new Treasurer. Fichtner is a former New Jersey Labor and Workforce Commissioner and is currently the President of the New Jersey Council of County Colleges. ** Events.

On April 4th, Credential Engine’s Chief Executive Officer, Scott Cheney, presented at the HLC 2022 Annual Conference on the growth of non-degree credentials, the implications, and its context in higher education. The conference provides opportunities for administrators, faculty, and staff of HLC member institutions, along with members of the HLC Peer Corps, to learn information and promising practices from fellow practitioners and the HLC staff.

On April 11th, Credential Engine’s Solutions Lead, Jeff Grann, presented at the Credential Mobility and Transparency: Pathways to Licensure and Employment webinar held by Council of State Governments with National Skills Coalition. They discussed credential transparency and strategies to make the process of obtaining a professional license clear, efficient and inclusive.

On April 11, Scott Cheney attended the 2022 SHRM Talent Conference and presented at the Maximizing Talent Acquisition and Development with Verifiable Digital Credentials session. The conference provides the opportunity to share and promote products and services that help meet the needs of HR directors, staffing specialists, recruiters, talent acquisition specialists, and talent managers.

On April 20th, Scott Cheney and Phil Barker, Credential Engine consultant, will be presenting to the African Continent Qualifications Network (ACQF) about Credential Engine's technologies and their applicability and value to ACQF's ongoing work to develop a qualifications framework both across the African continent, within subregions of the continent, and for specific countries within Africa.
