** Congress Begins 2 Week Recess - COVID Relief & Border Debate On Hold
------------------------------------------------------------

This week marks the first of the annual two-week spring recess for lawmakers to observe the Easter and Passover holidays. When Congress returns, lawmakers in both chambers are expected to try to reach a bicameral and bipartisan agreement on a new COVID relief package after a deal proved elusive prior to recess.

Among the unresolved issues at the time are the consideration of amendments in the Senate, such as a bipartisan push to prevent the Biden administration from ending the use of Title 42 authorities at the Southern border to expel unauthorized immigrants and asylum-seekers on public health grounds. Customs and Border Protection has expressed concern that the number of illegal border crossings per day may surge to new records if the policy is allowed to end. Russia’s war on Ukraine is also likely to play a big role in the congressional schedule for the rest of the spring.

The Senate is scheduled to return for its next votes on Monday, April 25th, while the House will return for its next votes on Tuesday, April 26th.

** Researchers Find Microplastics In Living People’s Lungs
------------------------------------------------------------

For the first time, researchers say they have found microplastics – tiny pieces of plastic – deep in the lungs of living humans. Researchers were surprised by the quantity and size of the microplastic particles and expected they would have been filtered out or trapped by the lungs before getting deep into the organ.

Microplastics are small pieces of plastic debris that are less than five millimeters long, or about the size of a sesame seed. These particles come from a variety of sources, including large plastic debris that makes its way into natural environments and degrades over time. The plastics easily pass through water filtration systems, posing a threat to aquatic life.

** Jury Acquits 2 Defendants in Whitmer Kidnapping Plot, Mistrial Declared for 2 Others
------------------------------------------------------------

A jury in the federal trial of four defendants accused of plotting to kidnap Michigan Gov. Gretchen Whitmer (D) acquitted two of all charges on Friday and reached a hung verdict for two others. The case stemmed from a 2020 plot by members of a far-right militia group to kidnap Whitmer from her summer home by thwarting her security detail with the use of guns and explosives.

The four men were arrested in October 2020 before they could carry out the plan and were apparently motivated by anti-government views and anger at pandemic restrictions put in place by the governor.

** UN Suspends Russia From Human Rights Council
------------------------------------------------------------

The United Nations General Assembly voted Thursday to suspend Russia’s membership in the UN Human Rights Council (UNHRC) due to its “gross and systematic violations and abuses of human rights” committed during its ongoing war of aggression against Ukraine. Introduced by Ukraine with U.S. support, the resolution to suspend Russia’s membership in the HRC noted the UN General Assembly’s prior vote to condemn Russia’s war on Ukraine ([link removed]) and concerns raised by the UN leadership and the organization’s human rights monitoring groups.

The resolution suspending Russia from the UNHRC was adopted by the 193-member General Assembly on a vote of 93 yeas to 24 nays, with 58 abstentions and 18 member states not voting on the resolution.
