Our annual analysis of employee pay highlights ‘legacy issues’
Between the city and county, more than $595 million was spent on employee salaries and benefits in 2021.

You deserve to know where your tax dollars go.

That’s why each year since 2014 we’ve been reviewing pay data from Pittsburgh ([link removed]) and Allegheny County ([link removed]) . So, what did we find for this past year?

In short – lots of overtime, ‘legacy issues’ and a few remaining questions.

Five Takeaways:
* Pittsburgh ([link removed]) lost almost 200 more workers than it hired in 2021 as it faced a labor market in turmoil and a change in city leadership.
* Roughly three-quarters of the city’s public safety employees were white men.
* More than $13 million was uncategorized. The city wouldn’t give our reporter more details.
* Allegheny County paid $29 million in overtime.
* The county’s top health official was its highest-paid employee during the pandemic’s first year.

Gender pay gaps have slimmed, but when it comes to the city’s racial pay gaps, there’s still “a lot of work to do,” according to the city’s press secretary.
