Hi John,
It’s Eve again, here with your November legislative update! This month, we’re focusing on H.R. 2457 -- the National De-Escalation of Violence and Community Safety Training Act of 2019.
This bill provides grants for groups that are teaching violence de-escalation techniques to community members, like teachers, health care workers, and young people. Those who are already involved with vulnerable people and youth in their communities have a better grasp on cultural context and implicit biases in their area than outsiders coming in, and can help make sure situations are handled properly and peacefully .

Other bills that fund de-escalation and conflict management training only allow the grants to go toward law enforcement. Although this type of training is important, we believe that community-based solutions can often be the best option to intervene in potentially dangerous situations. And community-generated de-escalation can help with avoiding conflicts stemming from racial bias in policing. Plus, this bill allocates specific funds to tribal organizations and Mental Health First Aid training grants to support more vulnerable people and communities.

Just like we lay out in our Peace Plan [[link removed]] , we need to make sure we’re putting the power to address violence in the hands of the communities who face that violence. And this bill does just that.
