Join CHCDF and Grounded Solutions Network on a webinar to understand the housing and community development resources enacted in the FY22 budget on March 15 and to learn about the President’s FY23 budget proposal, which was announced on March 28. We must use the momentum created through the Build Back Better Act’s robust affordable housing provisions and tell Congress to amply fund affordable housing in the FY23 budget. We will be asking our members and allies to advocate with members of Congress to maximize resources for affordable housing in FY23, so this webinar will help you prepare.

** Highlights from the FY22 Omnibus Appropriations Bill
------------------------------------------------------------
On March 15, 2022, President Biden signed into law a $1.5 trillion omnibus appropriations bill. The spending bill provides HUD programs with $53.7 billion, a $4 billion increase over FY21 levels. The spending bill provides moderate funding increases to nearly all programs compared to FY21. Relevant highlights for our members and allies include:
* $1.5 billion for the HOME Investment Partnerships Program, a $150 million increase from FY21.
* $3.3 billion for Community Development Block Grants (CDBG), a slight decrease from FY21.
* $12.5 million for Self-Help Homeownership Opportunity Program (SHOP), an increase of $2.5 million from FY21.
* $57.5 million for Housing Counseling Assistance, a $20.5 million decrease from FY21.
* $163 million for the Neighborhood Reinvestment Corporation (known as NeighborWorks America) with $3 million for the promotion and adoption of shared equity models through NeighborWorks affiliates.

The bill also includes sufficient funding to renew all existing contracts provided through Housing Choice Vouchers and Project-Based Rental Assistance as well as to $200 million to expand rental assistance vouchers to an additional 25,000 households.


** Summary of Housing Provisions in President Biden’s FY23 Budget Proposal
------------------------------------------------------------
The President’s $5.8 trillion budget request includes $71.9 billion for HUD. Relevant highlights from the HUD budget request for our members and allies include:
* $1.95 billion for HOME, a 30% increase from FY22.
* $3.8 billion for the Community Development Fund (which includes CDBG), and also marks $195 million to remove barriers and revitalize up to 100 of the most historically underserved neighborhoods across the U.S.
* $10 million for SHOP.
* $65.9 million for Housing Counseling Assistance.
* $170 million for the Neighborhood Revitalization Corporation.
* $32.1 billion for Housing Choice Vouchers, which would expand assistance to an additional 200,000 households.
* $35 billion for a Housing Supply Fund, a new mandatory HUD program that would provide grants to state and local housing finance agencies and their partners to help increase the affordable housing supply.

Beyond HUD, the budget request calls for $331 million for the Treasury’s CDFI Fund, a $36 million increase over current funding levels. The request also calls for additional Low Income Housing Tax Credits (LIHTC) and would make New Markets Tax Credits (NMTC) permanently a part of the tax code and index the credit to inflation starting in 2026.
