For thirteen years, PJIs Center for Public Policy (CPP) has been successful in assisting state legislators across the US to enact laws that benefit all Americans, not just left-wing special interests. Over the next few weeks, we’d like to highlight several recent PJI/CPP efforts that are helping stave off unfair, and in some cases criminally murderous, bills before they become unconstitutional laws that we will need to litigate.
First, in late March, PJI wrote an opposition letter to the California Assembly Judiciary Committee on California bill AB 2223.
From our letter...
“This bill holds the distinction of being one of the most ghastly, horrific, and unconscionable proposals ever introduced in California. Not only does it condone the most gruesome and ghastly methods of ending the lives of viable babies, but it decriminalizes all manner of perinatal death; the butchering of newborns. Not content with this insanity, the bill empowers those who dismember, suffocate, or starve viable or newborn babies to be rewarded for their savagery by punishing state actors who dare oppose them!”
This is a new, different, and almost-unthinkable approval of ending lives that nearly all Americans, including many who are ardently pro-abortion, consider to be fully human beings. Neither Roe v. Wade, nor Planned Parenthood v. Casey or any other prior pro-abortion ruling comes close to approving what is being proposed here.

Words failed to adequately describe or denounce the barbarism of AB 2223. Until now, Californians could operate under the illusion that their state was civilized. To read, in black and white, the plain language of the statute and the lengths to which some legislators are willing to go to condone and cover up the murder of the innocent is unspeakable. This bill must be unequivocally repudiated.
Not only does PJI stand behind Americans after they are discriminated against based on their religious freedom, parental rights, and other civil liberties, but we are also aggressive on the front-end of wrongheaded bills that should never have been introduced in a state legislature in the first place. And we do it all at no charge.
