In five weeks of combat, Russia may have lost 25 percent of its initial attacking force. Although Russia has moved reinforcements and replacements into Ukraine to compensate for these losses, they likely lack the training and experience of the early deployers, especially elite units like paratroopers. The loss of skilled troops and leaders will be felt in the conduct of tactical operations.

The leaders of NATO and the European Union met in Brussels last week, along with G7 leaders, for an extraordinary trio of summits one month after Vladimir Putin began his invasion of Ukraine. On the humanitarian front, Washington announced $1 billion in new humanitarian aid and will admit 100,000 Ukrainians fleeing the war, while the European Union is directly supporting Ukraine and its neighbors in hosting Ukrainian refugees.

Defense contracting across platform portfolios shows shifts in accordance with the objectives of the 2018 National Defense Strategy. Over the past five years, ordinance and missile purchases have increased by 95 percent, growing from $14.5 to $28.3 billion, the highest level of growth among overall platform portfolios.

On March 23, the Chinese government released the country’s first-ever long-term plan for hydrogen, covering the period of 2021–2035. According to the plan, China would produce 100,000 to 200,000 tons of renewable-based hydrogen annually and have a fleet of 50,000 hydrogen-fueled vehicles by 2025.
