ACA Marketplace
Two papers in the March issue of Health Affairs discuss topics related
to the Affordable Care Act Marketplace.
Thomas Tsai and coauthors find that about half of Affordable Care Act
(ACA) Marketplace enrollees
live in counties where the health plan offering with the highest quality
rating is three stars out of five.
In comparison, 46 percent have access to a four- or five-star-rated
plan.
Overall, there are no disparities in access to high-rated plans in
counties with a higher percentage of Black or Hispanic residents.
"Taken together, these results suggest that medium- and high-rated plans
are widely available on the federally facilitated ACA Marketplace, but
consumers will need to consider the potential trade-offs of quality
versus premium cost," the authors conclude.
In an additional article, authors examine surcharge rates for tobacco
users. The ACA permits insurers to charge tobacco users who have
nongroup coverage up to 50 percent more than nonusers of tobacco.
Ernest Dorilas and coauthors find that the tobacco surcharge rate
averages approximately 14 percent
and that it is associated with lower total enrollment as well as a
reduced share of total enrollees who reported any tobacco use.
