Two prominent members of Congress, Sen. Joe Manchin (D-WV) and Sen. Lisa Murkowski (R-AL), have urged President Biden to ramp up domestic mining operations immediately by invoking the Defense Production Act (DPA) which was dusted off by President Trump to jumpstart the production of ventilators for COVID-19 patients. But doing so would be an ill-considered response to a supply-chain crisis for which Washington itself is largely responsible.
