It’s Blake — Tom Winter’s campaign manager. We know that Tom is the only Democrat who can defeat Ryan Zinke and turn this seat blue in November. But first we need to set our sights on winning the nomination.
So because you’re one of Tom’s most loyal supporters, I’m going to do something most campaign managers would never do. I’m going to share with you an internal memo we’ve created that outlines our campaign’s priorities and strategy to win.

Overview
This memo outlines the Winter for Montana campaign's messaging and pathway to victory. The goal of this memo is to make sure we are all on the same page and can be a unified team out on the trail, so we can win this primary and defeat Ryan Zinke for this new seat. We know that when people hear why Tom is running, they’re 3x as likely or more to support us. Our goal is to reach enough people to come out on top when the votes are counted.
Our Message
Our campaign’s message is focused on returning self-direction to Montanans’ lives after many, many tumultuous years for Montanans (even before COVID-19). Additionally, we must center our message that Tom is the pragmatic progressive who can actually defeat Ryan Zinke in the general election.
Our campaign is positive, it’s shaped by listening to voters' concerns, and isn’t afraid to discuss difficult issues facing our communities.
Voter Contact Strategy
In order to ensure our campaign message outlined above reaches key voters in the primary, we are going to be contacting voters in unique ways moving forward, along with the more traditional outreach efforts campaigns employ.

Canvassing for the Future
We know contact rates for knocking doors and making phone calls are decreasing, and even more so since COVID-19. Democrats paid for abandoning this altogether last cycle, but it’s not enough on its own either. That’s why in addition to using these traditional canvassing methods, our campaign will be canvassing via social media, directly messaging swing voters and potential volunteer prospects. We know that most voters in our district have at least one form of social media and use it often, so we need to meet voters where they’re at.

Rural Voter Strategy
Speaking of meeting voters where they’re at, we know that in order to win this primary, we must engage rural voters. Our team will be spending resources not just sending our message, but actually getting out to communities and listening to their hopes, and their concerns for Montana.

Indigenous Communities Outreach
As you know, Tom has dedicated a lot of his political and personal time advocating for our indigenous communities across Montana. Our strategy goes beyond making sure these communities are able to cast their ballots, but making their voices heard and becoming a focal point for our campaign.

Young Voter Outreach
This is an issue that’s personally very important to Tom. As a millennial himself, he has seen firsthand the attacks Montana Republicans have unleashed on young voters in our state, and has done everything in his power to stop it. Most campaigns, especially in primaries, do not fully or properly engage young voters. But we know that if we can engage these folks and welcome them into our campaign, we can win.
Conclusion
We are confident that the strategies outlined above are a recipe for success. All of these priority areas come with high financial costs, though. This means if our campaign is to be successful in the June 7th primary and beyond, we must raise the necessary funds to fully implement these programs.
If we don’t, we will lose the primary, and Ryan Zinke will be on his way to Washington to continue wreaking havoc on Montana families and engaging in the same corrupt politics that have landed us in this current landscape. We’ll need every grassroots supporter who can make a donation to step up if we’re going to get there.
