The Family First Transition Act (S. 2777/H.R. 4980) was introduced by Chairman Grassley and Ranking Member Wyden of the Senate Committee on Finance and Chairman Davis and Ranking Member Walorski of the Subcommittee on Worker and Family Support in the House Committee on Ways and Means. The bill presents a bipartisan effort to help jurisdictions implement the Family First Prevention Services Act more effectively and would provide crucial resources to states and tribes. It consists of four provisions:
- A phase-in of the 50% well-supported requirement for prevention services reimbursement
- $500 million in one-time transition funding to help states and tribes implement Family First
- Short-term funding certainty for states with expiring waivers
- Renaming of the Promoting Safe and Stable Families Program in honor and memory of MaryLee Allen
We hope you will join us in signing on your organization to a letter urging Congress to swiftly pass the Family First Transition Act. We will keep the letter open through Friday, November 22. After that, we will be sending the letter with all signatures to the senators and representatives who introduced the bill.

CHN note: The Family First Transition Act supports the implementation of the groundbreaking Family First Prevention Services Act (enacted in 2018). After years of work by child welfare advocates, Family First for the first time allows federal mandatory federal child welfare funding to be used for services that can keep families together and prevent the need for foster care. For a detailed summary of the Family First Act, see this from the Child Welfare League of America: https://www.cwla.org/wp-content/uploads/2018/08/Families-First-CWLA-Summary.doc-UPDATE-August-2018-7.pdf
Additionally, if your organization would like to send its own endorsement letter, please address it to the bill sponsors – Chairman Grassley, Ranking Member Wyden, Chairman Davis, and Ranking Member Walorski.
Lastly, we know a strong letter will help ensure the bill's passage, so want to gather the support of as many organizations as possible. Please share the letter and form broadly with your networks.
