The Russian war in Ukraine exposed the fault lines of the post-WWII international order. Putin's Russia is not part of the community of nations, it is a threat to that community. And yet, it retains a seat on the UN Security Council, able to veto action against it. China, too, is not what President Bill Clinton thought it was when he had it admitted to the World Trade Organization.

How can the United States plan for a world in which strong, tyrannical rulers use organizations and agreements to foster their own goals - often inimical to those of the US, the Free World and those aspiring to be free?
