[email protected] IRC REPUBLICAN PARTY CHAIRMAN Jay Kramer I am pleased to announce that the Executive Board has appointed Ralph Gehr to the volunteer position of Headquarters Manager. Many of you know that Linda Ceilley resigned as Headquarters Coordinator effective February 1st. Linda has worked diligently to keep the HQ functioning through campaigns, transitions, and difficulties such as COVID. Many improvements were made under her supervision, and she will remain a great resource to Ralph and the Headquarters Committee. Ralph Gehr has worked for many years with volunteers, boards of directors, vendors, and homeowners. He served as association President for fourteen years in Chester, Virginia. During which time the association purchased the community pool from the developer, organized numerous community wide events, and built a swim team with 150 children. Active with the Republican Party in Chesterfield County, Ralph volunteered for various campaigns including George Allen and Kirk Cox (Speaker of the House of Delegates). He also worked with County Commissioners on various issues. In 2004 Ralph and his family moved to Clermont, Florida. He became a licensed Community Association Manager and managed large communities. He worked with Boards of Directors to define their significant issues, developed a plan to solve them, worked with all types of contractors to ensure first rate quality work, and improved the functioning of boards. The result was greatly improved communities with increased property values. In 2012 Ralph and his wife Gloria moved full time to Vero Beach. He was elected President of River Homes III which is a sub association in Sea Oaks and for two and a half years he served on the Sea Oaks master association board. Currently Ralph is the President of the River Mews Community Association and has led the board in developing and implementing a plan to replace all the roofs in River Mews which will ultimately cost over two million dollars. Ralph has been an active member of the IRCREC, volunteering at HQ, serving on the relocation of Headquarters Committee which has now been expanded to establish polices for the HQ under the Chairmanship of Judy Landgrave. Ralph serves as Chairman of the Membership Committee. Ralph has two sons. Tyler who is a 2016 graduate of the U.S. Naval Academy and is currently serving as a Lieutenant in San Diego. He served almost three years on a guided missile cruiser based in Japan. His oldest son Adam is married, lives in Orlando, and is a manager for Farmers Insurance. Ralph can be reached at

Lincoln Day Event Committee GOVERNOR RON DESANTIS Governor Highlights End of FSA Governor Ron DeSantis visited Florosa Elementary School in Okaloosa County to highlight groundbreaking legislation signed on Tuesday that eliminates the high-stakes Florida Standards Assessment (FSA) test and replaces it with progress monitoring. Senate Bill 1048, sponsored by Senator Manny Diaz, Jr., and Representative Rene Plasencia, makes Florida the first state in the nation to transition fully to progress-monitoring for school accountability. Starting with the 2022-2023 school year, Florida students will have three short check-ins instead of multi-day, end-of-year, high-stakes tests for English Language Arts and Mathematics. This new system of testing will benefit students, teachers, and parents by allowing for informed instruction in a timely manner, which can be tailored to each student’s individual needs. “This has been the year of the parent, and parents have said that the FSA is not working for their students,” said Governor Ron DeSantis. “We heard the call and are replacing it with timely check-ins that show how students’ progress in real-time. This will inform instruction in the classroom and at home. I am proud to sign this bill and know it will make a difference for Florida’s students.” In accordance with the newly signed legislation, this school year will be the last year for the FSA and next year, Florida will be the first state in the nation to fully implement progress monitoring-based school accountability. The 2022-2023 school year will be the new baseline for school accountability, and school grades will resume the following year. This change maintains the proven, successful components of Florida’s school accountability that has seen Florida’s students grow over the last two decades, with a focus on students’ readiness and growth, especially in closing achievement gaps, but provides that information to students, parents, and teachers in a more timely and actionable manner. This legislation builds on a long list of achievements in education that Florida has made since 2019: Florida has already risen to third in the nation for K-12 education according to Education Week. Florida eradicated Common Core and did so by elevating the quality and alignment of learning opportunities through creating Florida’s B.E.S.T. (Benchmarks for Excellent Student Thinking) Standards. Governor DeSantis, Commissioner Richard Corcoran, and the Legislature have continually secured the highest ever K-12 public school and per-pupil spending totals in Florida’s history. Marking the last few years as “The Year of the Teacher,” Governor DeSantis has elevated Florida as one of the top states in the nation in terms of starting teacher pay by securing approximately $2 billion in pay increases for teachers. With Commissioner Corcoran, Governor DeSantis provided a roadmap to make Florida’s standards number one in the nation, streamlined testing, and massively invested in early learning, literacy, and civics education like no other state in the nation. Florida was the first state in the nation to reopen schools in August 2020 and guarantee families had an in-person instructional option five days a week. ATTORNEY GENERAL ASHLEY MOODY A New Killer For years, we have been warning about the dangers of fentanyl and how just one pill laced with this synthetic opioid can kill. Now, a new synthetic opioid has been found in Florida that is even deadlier. This week, we issued a dire warning about this emerging threat—Isotonitazene. The drug, more commonly referred to as ISO, is so strong that it can kill just by coming in contact with someone’s skin or being accidentally inhaled. ISO is reportedly 20 to 100 times stronger than fentanyl. Testing by the Florida Department of Law Enforcement Crime Lab revealed that ISO has been found in multiple Florida counties and law enforcement now links this deadly-synthetic opioid to two deaths in Pasco County. Users purchasing illicit drugs, such as cocaine, methamphetamine or counterfeit pills, may have no idea that the illegal products contain deadly amounts of synthetic opioids like ISO or fentanyl. So please, never take any illicit drug and know that using just one time could cost you your life. For more resources, and to learn how to spot someone who may be abusing opioids, please visit DoseOfRealityFL.com. Our statewide, comprehensive resource contains information about the dangers of opioid misuse, where to find help for dealing with substance abuse and how to safely dispose of unused or unwanted prescription drugs. Stay Safe, Florida. Attorney General Moody Releases 2022 Open Government Manual Attorney General Ashley Moody is releasing the 2022 Government-in-the-Sunshine Manual. The manual is available to download for free on the Florida Attorney General’s website. The Office of the Attorney General writes and publishes the manual online. For decades, the manual has assisted citizens, journalists and government agencies navigate Florida’s open government laws and access public records. The 2022 edition of the Sunshine Manual incorporates laws, judicial decisions and Attorney General opinions in place as of October 1, 2021. The manual can be accessed, for free, by clicking here. As we approach the 2022 mid-term elections and the 2024 presidential election, and in light of the abject failure of the Biden administration, we know that the very survival of our republic depends on the outcome of those elections. Therefore, we must stay unified. Never lose sight of who our political opponents are… the progressive left Democrats who are taking our country off a cliff with the active help of Big Tech and the old-line national news media. Our fellow Republicans are not the enemy!
