Daley explained that even though racial gerrymandering is illegal, the Supreme Court’s Rucho decision created a loophole that made it easier for map manipulators to gerrymander communities of color by claiming partisan advantage.

Daley warned this right-wing phenomenon has been at its worst in some southern states:

“In states like Georgia and Louisiana, [Black people] make up about one-third of the population -- but are crowded into far fewer congressional districts. Instead, growing Black and Latino neighborhoods have been sliced and diced... Pushing the horizon for multiracial democracy yet another decade down the road.”
