John,

The contrast between the Trump and Biden administrations is evident in their respective budget priorities.

This is particularly true in funding departments and agencies focused on clean energy and protecting the environment.

The $1.5 trillion budget for 2022 that passed the House and Senate and signed into law by President Biden makes it clear Democrats prioritize tackling the climate crisis.

But while the Environmental Protection Agency, Energy, and Interior departments see significant funding increases, the final numbers reflect the Democrats’ slim majorities in both chambers of Congress.

The Department of Energy is allocated $44.9 billion for fiscal 2022, an increase of $2.9 billion on the previous year, but short of the $46.2 billion requested by the White House.

At the EPA, $9.5 billion is allocated, an increase of 3 percent over last year, but $1.6 billion below the White House request. The Biden administration is pushing to rebuild the agency after four years of cuts under the Trump administration.

Funding of $3.5 billion — an increase of $224 million — is budgeted for EPA’s core science and environmental work. $1.1 billion was allocated for geographic conservation programs, environmental monitoring, and compliance work.

Environment justice programs will receive $100 million in funding, a significant increase over the $12 million allocated in the Trump years. However, the new budget is only half of what the White House had proposed.

John, we can and should celebrate the renewed commitment by the Biden administration to clean energy and environment spending, but the reality is we could do more if Democrats had larger majorities in the House and Senate.
